Tenders are invited for Facilitator for Draft Law Brief Information of the Project: Empowering women and strengthening the resilience of vulnerable rural and urban communities in South Lebanon and Beirut is a three-year project implemented by a consortium of 3 NGOs, Justice without Frontiers, SHEILD, and JAFRA, led by Welthungerhilfe (WHH) and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). This project aims to strengthen womens livelihoods and increase the resilience of vulnerable communities engaged in smallholder and subsistence agriculture. Justice without Frontiers role in this program is to ensure that gender equality is mainstreamed into all project activities, provide tailored training for women in leadership skills and business development, provide legal support, and conduct gender analysis. Request: JWF is seeking a qualified Facilitator to lead three advocacy meetings with stakeholders and decision-makers and to amend the draft law. Scope of work: Attend three advocacy meetings focused on a draft law related to Access to Food Security. Present the existing draft law to stakeholders during each meeting, clearly explaining its key provisions and implications. Facilitate the discussions during the advocacy meetings Document all key recommendations and feedback from stakeholders during the advocacy meetings. Conduct a comprehensive review of the current draft law, considering national legal frameworks, relevant international standards, and stakeholder input. Organize and participate in three meetings with relevant stakeholders and key decision-makers to discuss and collect recommendations about the draft law Based on the recommendations collected from the meetings, propose legal and technical modifications to improve the law. Revise the draft law to reflect stakeholder input and decisions taken during the meetings. Ensure that the revised version is legally sound, technically accurate, and aligned with the advocacy objectives of JWF and its partners. Submit a final version of the law and present it in the advocacy meeting Skills and Experience: A university degree in Law, or a related field experience in drafting or amending laws and regulations, particularly those related to nutrition, food Familiarity with international standards and best practices in access to food security and policy Demonstrated experience working with or advising governments, parliaments, or ministries in the development or amendment of national laws, especially related to food security. Excellent analytical, legal writing, and communication skills. Strong skills in legal drafting and revision, with attention to clarity, coherence, and compliance with legislative standards.
