Expression of Interest for Consultancy Services for Technical Audit of Lowyaddo-Zeila Road Upgrading Project The Government of Somaliland has received financing from the African Development Fund (ADF) towards the cost of Multinational Project- Somalia/Djibouti- Nagad -Loyada/Lowyaddo- Borama Road Phase 1 Upgrading Project and intends to apply part of proceeds for these grants to make eligible payments under the contract for Consultancy Services for Technical Audit of LowyaddoZeila Road Upgrading Project. The services include: (i) ensuring technical compliance of works executed by both the contractor and the construction supervision consultant (CSC); (ii) assessing and evaluating the effectiveness of implementation processes and procedures, and providing factual reports; (iii) identifying constraints or shortcomings during implementation and recommending improvements to enhance existing arrangements; (iv) reviewing the design and advising the CSC and Client on potential optimizations to maximize project benefits and impacts; (v) providing expert opinion on the CSCs measurements and valuations of work quantities, design proposals, and contractual claims related to variations in price, cost, and time, as requested by the Client; and (vi) assessing the implementation and adequacy of mitigation measures aimed at enhancing resilience and adaptation to climate change impacts within the project. The duration of the assignment is twenty-seven (27) months consisting of 15 months construction period and 12 months Defects Notification Period (DNP). The Somaliland Roads Development Agency (RDA), being the implementing agency of the project now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, evidence from Clients of similar assignments undertaken, etc.). Consultants may constitute joint ventures/associate to enhance their chances of qualification. The consultants qualification and experience to enable shortlisting shall compromise : a) At least 10 years of experience in the field of engineering, technical audits and quality assurance b) Demonstrated specific experience in successfully completing a minimum of five (7) similar assignments i.e., technical audits, quality assurance/supervision services in the highway/road sector c) Demonstrated experience in similar assignments in Sub-Saharan Africa. d) The firm must demonstrate as having the requisite technical, financial and managerial capacity to undertake the assignment.
