Introduction Below outlines the proposed Terms of Reference (ToR) for the Final Evaluation of the SCLR project in Haiti, which will be accompanied by comprehensive case studies on Conflict-Sensitivity and Inclusion. This evaluation aims to place conflict sensitivity and inclusion at the forefront, ensuring that the findings and recommendations provide clear, actionable guidance for future programming. 2. Background The SCLR Project Phase III in Haiti (20232025), co-funded by Christian Aid and the Church of Sweden, was designed to strengthen community-led responses to crises. The project has a strong focus on resilience, inclusion, social cohesion, and localization. Implemented across four departments (South, Northeast, Centre, and West) through local partners (KORAL, Haiti Survie, GARR, and SCH), the project has reached over 10,500 individuals and supported more than 30 community groups. This evaluation is particularly timely given the rising displacement, insecurity, and social fragmentation in the targeted departments. It seeks to assess how SCLR activities have contributed to conflict-sensitive and inclusive community responses, and to generate concrete lessons for scaling and adaptation. 3. Evaluation Objectives Primary Objective The aim of this consultancy is to assess the extent to which the SCLR (RMC) project has contributed to conflict-sensitive and inclusion outcomes at the community level. Specific Objectives Examine how SCLR tools/processes anticipated, mitigated, or transformed local tensions. Assess participation and decision-making by marginalized groups (women, youth, persons with disabilities, etc.). Document shifts in local power dynamics and community ownership. Map changes in trust, collaboration, and mutual support networks. Evaluate community capacities for resilience. Generate case studies and indicators demonstrating SCLRs added value. 4. Scope of Work Analyze conflict sensitivity mechanisms and their effectiveness. Assess inclusion and power shifts among marginalized groups. Evaluate changes in social cohesion and resilience. Produce evidence and advocacy materials (case studies, indicators). 5. Research Questions a) Outcomes & Sustainability What role did communities play in leading the response and decision-making processes? To what extent are project outcomes sustainable beyond current or any other external funding support? b) Conflict Sensitivity In what ways did SCLRs grant-making, training, and facilitation processes anticipate and address points of local tension? Which conflict sensitivity tools (e.g., risk registers, community dialogues, peace committees) proved most effective and why? c) Inclusive Participation How effectively were marginalised groups (women, youth, persons with disabilities, internally displaced persons) identified, engaged, and empowered? What mechanisms ensured their voices influenced community action plans and resource allocations? d) Power Dynamics What encouraged or hindered community leadership and decision-making? Which other actors were influenced or stakeholders advocated throughout the project, and what were the resulting outcomes? e) Social Cohesion & Networks Are there signs of existing mutual aid systems being undermined, replicated, or unnecessarily burdened by SCLR activities? What evidence demonstrates increased intergroup trust, cooperation, and mutual aid? 6. Methodology The consultant will be responsible for conducting the final evaluation of the project and developing comprehensive case studies to assess the conflict sensitivity and inclusion outcomes of the SCLR project. 6.1. Evaluation Approach The evaluation and case studies will utilize a qualitative, participatory approach. 6.1.1. Data Collection Key Informant Interviews (KIIs): with community leaders, partners, and participants. Focus Group Discussions (FGDs): with women, youth, persons with disabilities, and mixed groups. Outcome Harvesting to identify and analyze significant changes related to conflict sensitivity and inclusion generated by the project. Document Review (proposals, reports, MEL data, micro-grant logs, partner reflections) **Field Observations (**Where feasible). 6.1.2. Sampling (Suggested) Purposive sampling of 34 communities across different departments. 6.2. Pre-Fieldwork Activities Desk review of project documents. Inception phase: develop evaluation plan, refine tools, validate approach with stakeholders. 7. Ethical Considerations Adhere to do no harm principle. Obtain informed consent from all participants. Ensure confidentiality and data protection. Use conflict-sensitive, gender-aware, and linguistically accessible tools (French and Haitian Creole). 8. Key Deliverables & Timeline The consultant is expected to deliver the following outputs within the specified timeline: Deliverables : Inception Report Content : Methodology, tools, work plan, ethics safeguards. Team Composition & Expertise The evaluation team must include: Lead Evaluator (Conflict Sensitivity Specialist): At least 7 years of experience in humanitarian/development evaluations, with expertise in conflict analysis. Inclusion Expert: Proven track record in gender, youth, and disability inclusion. Local Research Associates: Fluent in French/Creole and experienced with participatory methods. All team members should be vetted for cultural competence and adherence to safeguarding and ethical standards. 10. Budget & Logistics Estimated duration: 12 weeks (including travel, data entry, and reporting). Field visits to 8 communes; per diem and accommodation provided. Community validation workshops: translation and interpretation services included. Detailed budget breakdown to be provided by Christian Aid Haiti. 11. Payment Modalities Payment for services will be determined based on the status and location of the consultant or organization contracted for the evaluation. The following payment structure will apply: First Payment: 40% of total (minus applicable taxes) after contract signature. Final Payment: 60% of total (minus applicable taxes) after validation of all deliverables. Tax Deductions: Individual/Company in Haiti: 2% with valid business license (IRI policy); standard policy if not. Company Abroad: 5% Individual Abroad: 15% 13. Proposal Submission Guidelines 13.1. Required Documents Proposals must include the following: A. Technical Offer: Description of the proposed methodology for participatory analysis, addressing the specific issues raised in the Terms of Reference (TDR) 3 pages max. An activity plan showing days allocated per activity and a provisional timeline. This should specify how the consultant will complete the tasks. Supporting documents showing experience in challenging regions and with international organizations, such as service certificates or performance letters. A brief note outlining the candidates grasp of the Terms of Reference and assignment. The candidates CV with relevant experience and three reference contacts. Copy of Tax Identification Number (NIF) and current tax status as of the submission deadline. B.
