Request For Information; Calculation And Reporting Of The Cost-Optimal Levels Of The Minimum Requirements For New And Renovation Construction In Accordance With The Epbd Directive Regarding Energy Efficiency
The Purpose Of This Request For Information Is To Clarify Questions And Cost Estimates Related To The Calculation And Reporting Of The Cost-Optimal Levels Of The Minimum Requirements For New And Renovation Construction Regarding Energy Efficiency. The Goal Of The Request For Information Is To Obtain Comprehensive Information About Cost-Optimality Calculation And Reporting, So That A Possible Tender Can Be Carried Out In The Most Expedient Manner Possible. For Reporting To The European Commission, The Ministry Of The Environment Procures The Calculation Of The Cost-Optimal Levels Of The Minimum Energy Efficiency Requirements For New And Renovation Construction And The Writing Of The Aforementioned Report. The Reporting To The Commission Includes Both Areas, I.E. Inspections Related To New And Renovation Construction, And The Information Is Submitted In One Document. The Working Language Of The Procurement Is Finnish And The Report To Be Produced Is Written In Finnish. As An Option In The Procurement, It Is Thought To Be A Review Of The Cost-Optimal Levels Of The Minimum Requirements Of The Draft Regulations Being Prepared In The Ministry. The Notification Under The Recast Epbd Directive Must Be Made No Later Than 30 June 2028. Based On The Notifications Received, The Commission Will Publish A Report On The Progress Of All Member States In Achieving Cost-Optimal Levels Of The Minimum Requirements For Energy Efficiency. The Ministry Of The Environment Can Therefore Submit The Notification To The Commission Earlier Than In 2028. The Ministry Has Estimated That The Implementation Of The Possible Acquisition Would Start In The Spring Of 2026 And Take Approximately 1 To 1.5 Years. This Document Is Not A Procurement Announcement Or A Request For Tender, But A Detailed Market Survey, I.E. A Request For Information. The Procurement Unit Does Not Undertake To Carry Out The Procurement Related To The Calculation And Reporting Of The Cost-Optimal Levels Of The Minimum Requirements For New And Renovation Construction Regarding Energy Efficiency. Decisions On Starting A Possible Procurement Process Are Made After A Market Survey.
