Tenders are invited for Joint Review of the Education Sector (JRES) and National Education Conference Qualifications and Experience The consultant should have: Advanced university degree in education, public policy, development studies, or other related fields. Prior experience in conducting a JRES. Minimum of eight years of progressive professional experience in education sector analysis, policy planning, or program monitoring. Proven experience in conducting or contributing to national education reviews, joint sector reviews, or similar policy processes in Somalia or comparable contexts. Strong analytical and writing skills, with demonstrated ability to synthesize quantitative and qualitative data into clear, actionable findings. Experience working with government ministries, development partners, and civil society organizations in data collection, validation, and consultation processes. Familiarity with the ESSP 20222026, the Somalia Partnership Compact (20232026), and GPE system transformation framework. Experience in assessing education financing, governance, teacher management, and equity and inclusion issues. Strong facilitation and communication skills to manage participatory workshops and multi-stakeholder consultations. Prior experience in producing high-quality analytical reports, Aide Memoires, or policy briefs for senior government or donor audiences. Excellent understanding of Somalias education landscape, including federal and state structures and coordination mechanisms. Demonstrated capacity to work under tight deadlines and manage complex review processes. Fluency in English, with proficiency in Somali considered an asset.
