It Services: Consulting, Software Development, Internet And Support – Electronic Open International Above Limits Tender For The Supply And Commissioning Of A “System For Recording And Analyzing Road Network Conditions, Traffic And Traffic Violations With Special Electronic Devices (Fixed Cameras) With The Provisions Of Article 107 Of The Civil Code. The Object Of The Contract Is The Supply, Installation And Putting Into Operation Of A System For Recording The Conditions Of The Road Network, Traffic As Well As Traffic Violations, For The Collection And Visualization Of The Data Concerning The Conditions In Which The Vehicles Of Osy Are Moving. M.A.E. The Duration Of The Contract Is Set For A Period Of Twelve (12) Months From The Date Of Its Signature, With The Right To Unilateral Extension Of The Contract Following The Opinion Of The Acceptance Committee And By Decision Of The Adjudicating Body Of The Contracting Entity, As Long As The Full Installation Has Not Been Completed Or The Procurement Has Not Been Completed And The Budget Has Not Been Exhausted. The Duration Of The Extension Of The Contract Will Concern A Period That Will Be Defined Following A Relevant Decision Of The Ruling Body Of The Osy. M.A.E. According To The Needs Of The Contracting Entity. After The Conclusion Of The Contract, During The Implementation Of The Project And Before The End Of The Contract, The Contracting Entity May Decide To Exercise An Option By Increasing The Physical Object Of The Project (As Described Herein) Up To Forty Percent (40%) Of The Contractual Price Of The Original Contract. The Estimated Value Of The Contract (Including The Option) Amounts To €1,260,000.00 Excluding Vat 24% (Estimated Value Including Vat: €1,562,400.00) And Is Analyzed As Follows: - Estimated Value Of This Contract #900,000.00€# Excluding Vat 24% (€1,116,000.00 Including Vat) And - Estimated Value Of Physical Item Increase Option #€360,000.00# Excluding Vat 24% (€446,400.00 Including Vat) Bidding For Part Of The Item Is Not Allowed. Bids Are Submitted Exclusively For The Entire Project, As Described In This Announcement. This Contract Is Not Divided Into Parts And Is Assigned As A Single Whole For The Following Reasons:  The Physical Object Is Single And Indivisible And The Work Must Be Made Functional As A Whole.  The Functional And Technical Relevance And Interdependence Of The Individual Elements Of The Project Makes It Necessary To Assign It To A Single Contractor, In Order To Ensure: The Compatibility Between The Subsystems (Equipment, Software, Platform), The Uninterrupted Operation Of The System As An Integrated Information Tool, The Single Responsibility During The Installation, Completion And Support Of The Project, The Effective Pilot Operation And The Training Of The Staff In A Single Environment, The Avoidance Of Delays Or Incompatibilities That Will Could Come From Multiple Providers.  Subdivision Into Departments Would Compromise The Coherence, Quality Of Implementation And Interoperability Of The System, Undermining The Objectives And Expected Benefits Of The Project. The Contract Will Be Awarded On The Basis Of The Most Economically Advantageous Offer, Based On
