1. The Subject Of The Order Is The Winter Maintenance Service Of Municipal Roads And Sidewalks In The Elbląg Commune In The Winter, I.E. From The Date Of Signing The Contract In November To March 31, 2026. Due To Geographical Conditions, The Commune Area Was Divided Into 2 Regions. The List Of Roads Is Attached As Annex 10 To Swz.2. The Scope Of The Order Includes: 1) Purchase And Storage Of Sand With A Gradation Of 0.2 And Salt For Preparing The Roughening Mixture And Its Storage. The Contractor Organizes On His Own A Place To Store Road Sprinkling Materials.2) Clearing Snow And Sprinkling Of Municipal Roads And Sidewalks Covered By Winter Maintenance In Accordance With The List Of Roads Covered By The Service - Annex 10 To Swz.3) Keeping Technical Services And Equipment Necessary To Provide The Winter Maintenance Service Of Municipal Roads And Sidewalks In The Elbląg Commune In A Working Order. In The Event Of Weather Conditions In Which The Contractor Does Not Provide Winter Road Maintenance Services, The Contractor Will Receive Remuneration For Keeping Technical Services And Equipment Necessary To Provide Winter Road And Sidewalk Maintenance Services In A Working Order, At The Rate Indicated In The Offer For Each Day.4) Expected Length Of Roads And Sidewalks For Winter Maintenance: A) Total Length Of Roads Covered By The Service: Approx. 130 Kmb) Total Length Of Sidewalks: Approx. 4.5 Km3. Order Fulfillment Method: Winter Road Maintenance Is Performed In Accordance With Detailed Technical Specifications And Standards Applicable On Municipal Roads Subject To Winter Maintenance. As Part Of Winter Road Maintenance, The Contractor Will Start Work In Accordance With The Following Guidelines: 1) Municipal Roads - Snow Should Be Cleared On Both Sides, I.E. Along The Entire Width Of The Road; 2) Sidewalks Next To Roads Should Be Cleared Of Snow Along Their Entire Width, Along With Sprinkling With Roughening Material, On The Entire Surface Of A Given Sidewalk In Order To Remove Slipperiness And Icing. Compact Layers Of Snow From The Surface Of Sidewalks Should Be Removed Immediately And Sprinkled With Roughening Material. The Weight Of A Tractor Used To Clear Snow From Sidewalks Cannot Exceed 3.5 Tons;3) Straight And Even Road Sections, Not Icy (Not Slippery), Cannot Be Sprinkled With Rough Materials, Except For The Occurrence Of Black Ice Or A Compact, Slippery Layer Of Snow;4) Driveways, Hills, Curves, Turns, Intersections, Etc. Must Be Sprinkled Completely And With A Margin Of Approx. 40 M Before And After The Above-Mentioned Road Elements, E.G. 40 M Before The Intersection And 40 M After The Intersection, Unless There Is A Need To Sprinkle A Longer Road Section (Determining Such A Need Is The Responsibility Of The Operator, After Prior Consultation With The Ordering Partys Coordinator). Maneuvering Areas, Loops And Bus Bays Will Also Be Sprinkled, Especially Those Located On Hills;5) Slush And Slush Formed After A Temporary Increase In Temperature
