Engineering Services – Framework Agreement For Project Management Of Public Space Development Operations. This Consultation Concerns Project Management Missions In Application Of Book Iv Of The Public Procurement Code (Regulatory Part) Relating To The Provisions Specific To Public Contracts Linked To Public Project Management And Project Management. The Content Of Each Mission Element Is That Which Appears In Articles R2431-24 To R2431-31 Of The Public Procurement Code And Is Specified In The Specific Technical Clauses (C.C.T.P.). The Missions Concern The Development Of Departmental Streets, Departmental Public Spaces And/Or Public Spaces Of Departmental Interest. These Developments Must Be Seen In Coherence With Existing Or Planned Developments In Public Spaces Adjoining Municipalities Or Under Project Management By Other Partners (Sgp, Ept, Ratp, Etc.). The Proposed Developments Will Mainly Focus On Infrastructure Works And Will Integrate All Departmental Policies, Particularly In Terms Of The Environment: Adaptation To Climate Change, Carbon Sobriety, Preservation Of Biodiversity, Greening Of Public Spaces, Preservation Of Resources, Frugality And Circular Economy (Reuse, Reuse And Recycling Of Materials). Proposals Are Expected On Their Capacity To Accommodate Plantations And/Or Integrate Innovative Developments In Terms Of Sanitation, Traffic Regulation, Fire Management, Etc. Thus Promoting New Uses For Departmental Public Space. An Environmental Benchmark For Development And Public Spaces Is Being Developed, And Its Adoption By The Department, By Deliberation, Is Planned For 2026. It Will Thus Govern The Programming, Design, Construction, Operation And Maintenance Of The Works, And Will Constitute A Contractual Part Of The Design And Construction Contracts. The Group Holding This Contract Must Therefore Integrate Into Its Services And Within The Framework Of Its Missions The Requirements Resulting From The Framework Following Its Adoption. Each Mission Will Be Ordered By The Issuance Of A Purchase Order Or By The Award Of A Subsequent Contract. As Part Of A Subsequent Contract, Missions Not Provided For In The Dce Cctp May Be Ordered (For Example Regulatory Studies). All Projects, The Subject Of Orders Or Subsequent Contracts, Will Take Place In The Territory Of Seine-Saint-Denis. The Missions Include Basic Project Management Missions: Preliminary Design, Project, Business Consultation File, Assistance In The Award Of Works Contracts, Approval Of Execution Studies, Management Of The Execution Of The Works As Well As The Assistance Provided To The Project Owner During Operations Prior To Acceptance And During The Perfect Completion Guarantee Period. They Also Include Sketch Study And “Buried Networks” Synthesis Missions (Study Synthesis And Coordination).
