Project Outcomes Outcome 1: The short-term needs (food security, basic services and HLP) of displacement- and drought-affected communities in Afgoye District are addressed through Early Solutions interventions. Outcome 2: DACs are supported to attain a durable solution to their displacement through improved land tenure security, expanded access to basic services and social protection, improved environmental protection approaches and inclusive, disaster-resilient and sustainable livelihoods interventions Beneficiaries 42,000 DAC members in Afgoye town, Lafoole settlement and Mareerey village. Government authorities, DACs include IDPs, host community households and institutions, and returnees who are settled within a given defined area; Water and Environmental Sanitation (WES) committees and Community Education Committees (CECs). It will measure changes in beneficiaries conditions compared to the baseline, analyse factors contributing to success and shortfalls, and document key lessons learned. The evaluation will also generate practical, evidence-based recommendations to inform future programming, improve implementation strategies and guide policy decisions.
