Click Here to view the post overview BACKGROUND AND CONTEXT Oxfam in Jordan: Oxfam has been in Jordan since the 1990s. We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice, and Gender Justice. Power to Choose: Power to Choose aims to promote the sexual and reproductive health and rights (SRHR) of the most marginalized people, particularly adolescent girls and young women. The program is implemented by 17 partners in seven countries (Bolivia, Honduras, Jordan, Lebanon, the Occupied Palestinian Territory, Ghana, and the Democratic Republic of the Congo) as well as in Canada, and through regional programming in Latin America and the Caribbean and the Middle East and North Africa. The program supports adolescent girls and women in learning about and enjoying their rights, while collaborating with men and influential community actors; improves access to sexual and reproductive health services by training health providers and providing financial and material support to health facilities; and strengthens the advocacy capacities of womens and youth organizations. More than 101,000 people have been directly reached, 70% of whom are women and 73% are youth and adolescents. Power to Choose is jointly funded by Global Affairs Canada and Oxfam-Québec. Youth Forum: The Power to Choose Youth Forum is a program governance body that brings together young people from the seven countries participating in the project. To date the youth have engaged with each other across countries virtually. Workshop: This workshop will bring 15-20 youth activists who speak English and Arabic from Lebanon, Jordan, the occupied Palestinian territory, Ghana, and potentially other youth in the MENA region together in person1. The working objectives of the workshop are: Strengthen connections and alliances among SRHR youth activists. Deepen knowledge on SRHR activism. Share experiences, knowledge and critical reflection on SRHR among participants. Provide a safe space for youth SRHR activists to practice self-care and solidarity. The workshop is expected to be facilitated mostly in Arabic. There will be translation provided for English speakers. SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED The consultant will plan, facilitate and report on a regional youth meeting. The consultant will promote active participation, knowledge exchange, and the development of critical thinking and problem-solving skills, ensuring an inclusive, safe, and collaborative environment that allows participants to contribute innovative solutions related to sexual and reproductive health and rights (SRHR) issues. Specific tasks related to this scope of work are outlined as: 1. Preparation prior to the event: (8 days between November and December 2025) Collaborate with Oxfam and the youth to understand the objectives and program of the meeting. Propose an agenda, methodology, and facilitation plan (in English) Finalise the agenda and methodology considering the input of young people and Oxfam. Provide finalised agenda in Arabic. Prepare the materials and tools needed for the interactive sessions. Regularly update Oxfam on progress and any difficulties. 2. During the regional meeting: 3 days (February 2-4, 2026) Ensure that all planned topics are covered and objectives are met. Use appropriate facilitation techniques to encourage collaboration and knowledge sharing among participants in a youth-friendly manner. Effective time management to ensure that the meeting runs as planned. Create a supportive, safe, and inclusive atmosphere in which diverse points of view are respected. Adapt facilitation approaches based on group dynamics and needs. Provide concise summaries and syntheses of discussions to reinforce key points. Manage any conflicts or challenges that may arise during the event with tact and professionalism (Oxfam staff can support). 3. Post-event documentation and report: 4 days (February 2026) Document the main discussions, decisions, and outcomes of the meeting. Prepare a short post-meeting report summarizing the discussions, key ideas, and lessons learned in English. Once report is finalised in English, translate the report into Arabic. If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers. METHODOLOGY The key steps to be followed though not explicit and the detailed modality and work plan will be agreed during consultation meeting include: The consultant will develop the initial agenda and methodology for the workshop after having consulted with Oxfam. The consultant will revise the agenda and methodology with Oxfams comments. Likewise, the consultant will draft the final report and will revise it with Oxfams comments. Planned Timeline Click Here to view the planned timeline TIMEFRAME AND PAYMENT SCHEDULE Click Hereto view the timeframe and payment schedule EXPERIENCE OR PROFILE REQUIREMENTS The company/ individual(s) should have the following competencies: Essential Strong understanding of feminist approaches to sexual and reproductive health and rights Excellent facilitation skills: - Inclusive and respectful facilitation skills. - In-depth knowledge of participatory methodologies, principles of young adult learning, and group dynamics. - Demonstrated ability to facilitate and manage complex and sensitive discussions, including the ability to contribute to creating a safe space for all participants. - Excellent communication and interpersonal skills, with the ability to effectively engage diverse stakeholders. - Ability to synthesize information gathered during the workshop and provide concise summaries, concrete actions, and final observations during sessions, as needed. - Ability to motivate, influence, and build alliances. - Excellent time management and organizational skills. Proven experience in organizing learning activities on the topic of sexual and reproductive rights and with activists. Proven experience working with young people. Solid knowledge of strategic planning, collaboration, and networking in the NGO sector. Computer skills. Fluency in Arabic and English.
