Research And Experimental Development Services – Proposal For Monitoring, Evaluating And Evaluating The Impact Of Subsidy Programs In The Field Of Human Rights Of The Office Of The Government Of The Czech Republic. The Subject Of The Public Contract In Research, Development And Innovation Is To Obtain The Most Suitable Project Solution Proposal In Applied Research And Innovation. The Project Framework Aims At The Preliminary Definition Of The Project, Which Was Prepared In Accordance With The Provisions Of § 2 Paragraph 2 Letter H) Zpvv, And Which Will Be Modified In The Framework Of The Competitive Dialogue With Regard To The Needs Of The Contracting Authority. (The Subject Of The Project Is Listed In Appendix No. 1 – Project Framework Tender Documentation). The Procurement Procedure Will Be Conducted In Such A Way That The Chosen Solution Fulfills The Objectives And Realizes The Results Specified In Annex No. 1 - Project Framework Of The Tender Documentation, Which Will Be The Main Factual Basis For The Negotiations. Conclusions, Conditions And New Facts Should Emerge From The Individual Meetings So That The Assignment For The Purposes Of The Final Offer Can Be Specified In The Most Satisfactory Way For The Client. The Main Goal Of The Project Is The Proposal Of An Innovative And Systemic Solution For Streamlining Subsidy Policy In The Area Of ​​Human Rights, Both With Regard To The Impact Of The Subsidy Programs In Question And The Procedural Simplification Of The Existing Subsidy Procedure. The Main Objective Can Be Divided Into Three Sub-Objectives, Namely: I) Methodological Setting Of The Assessment Of Subsidy Programs Including The Method Of Monitoring The Programs In A Participatory Manner. Ii) Verification Of The Emerging Methodology Of Evaluation Of Subsidy Programs On The Example Of Subsidy Programs In The Field Of Human Rights Of The Office Of The Government Of The Czech Republic. Iii) Process Analysis Of The Subsidy Procedure, Including Proposals For Process Streamlining. The Office Of The Government Of The Czech Republic Is A Provider Of Subsidies In The Area Of ​​Support For National Minorities, The Roma Minority, Civil Society And Persons With Disabilities. Despite The Fact That There Are Minor Substantive And Procedural Changes In Subsidy Calls, The Main Direction Of Subsidy Programs Has Been Similar For Several Years. Due To The Requirement To Provide Subsidies Effectively, Efficiently And Economically, It Is Necessary To Reflect Not Only Social Changes, But Also The Requirements On The Part Of The Target Groups, In Such A Way That The Impact Of The Financial Resources Provided Is As High As Possible. At The Same Time, In Accordance With The Principles Of Process Economics, It Is Necessary To Identify Processes That Can Be Implemented More Economically And At The Same Time To Propose Possible Measures For Implementation. For The Reasons Stated Above, It Is Necessary To Create An Impact Study Of Subsidy Programs In The Area Of ​​Human Rights Provided By The Office Of The Government Of The Czech Republic And, Based On It, Create A Comprehensive Methodological Tool That Would Be A Significant Contribution To Good Practice In The Evaluation Of Existing Subsidy Programs Of The Office Of The Government Of The Czech Republic. Furthermore, It Is Necessary To Prepare An Analysis Of The Subsidy Management Process And To Propose Specific Measures To Ensure Higher Management Efficiency.
