Tenders are invited for Case Study - the Best Practices and Recommendations Case Study: A Comprehensive and Well-Structured Report Documenting the Best Practices and Recommendations Derived from the Implementation of Participatory Studies on the Rights and Needs of Persons with Disabilities across 15 Communities in the West Bank. QADER for Community Development is a Palestinian independent, non-governmental, not-for-profit, and rights-based organization focused on disability and inclusion in Palestine. Established in 2008 and officially registered with the Palestinian Ministry of Interior on July 23, 2008, QADER leads a twin-track approach, dedicated to the empowerment and protection of children, women, and youth with disabilities from marginalization, discrimination, and all forms of disability-based and gender-based violence. QADER is committed to aligning societal, institutional, and policy contexts with the principles of disability inclusion and leave no one behind in Palestine. Through this alignment, QADER strives to foster active engagement and meaningful participation across diverse facets of life, ensuring full entitlement to rights as mandated by local laws and international human rights conventions and standards. QADER engages in international advocacy efforts through monitoring and documenting human rights violations and international crimes, legal analysis, and reporting, to foster avenues for accountability and protect the rights of persons with disabilities. QADER for Community Development is implementing the project Enhancing Inclusion and Resilience of Local Communities in the West Bank through Capacity Building, in partnership with the Christian Blind Mission (CBM) and with funding from the Federal Ministry of Economic Cooperation and Development (BMZ). The project targets 15 towns and cities across the Hebron, Bethlehem, and Salfit governorates. Designed in line with QADERs Community-Based Inclusive Development (CBID) approach, the project aims to strengthen local capacities in inclusive community development and to promote youth-led community accountability. It seeks to activate the role of youth within a comprehensive framework that enhances the social and economic participation of persons with disabilities, and to strengthen local accountability mechanisms whereby authorities and public institutions uphold their responsibilities and obligations toward persons with disabilities - contributing ultimately to improved quality of life and social inclusion. This project was selected as a case study because it represents an innovative and replicable model of community-based inclusive development in Palestine. It combines evidence generation, participatory planning, and local accountability within a single framework, operationalized through the meaningful engagement of youth and persons with disabilities. The initiative introduces a novel mechanism - Inclusive Youth Accountability Teams (IYATs) - that bridges community voices with local governance structures, promoting inclusive decision-making and shared responsibility. Moreover, the project demonstrates how disability inclusion can be mainstreamed into local development planning processes in fragile and resource-limited contexts, offering valuable lessons for scaling up inclusive practices across Palestine and beyond. As part of the project, QADER developed 15 Participatory Studies on the Rights and Needs of Persons with Disabilities across the targeted communities. These studies provide cross-sectoral, evidence-based insights into the situation of persons with disabilities (covering all types of disability, ages, and genders), identifying their needs, existing services and resources, and priority interventions. The studies examine multiple domains including health, education, employment, social protection, and social, cultural, and political participation. The findings from these studies serve as the basis for designing project interventions and inform other stakeholders and partners in their community-level planning. The studies were co-designed and implemented by Inclusive Youth Accountability Teams (IYATs), formed and trained by QADER, in close collaboration with local authorities and local organizations including community-based organizations (CBOs) and organisations of persons with disabilities (OPDs). The participatory process -emphasizing active engagement of youth with disabilities, their families (including women with disabilities), and community actors- has strengthened inclusive local planning and accountability, ensuring that community needs and priorities are effectively captured. The studies were conducted using a standardized methodology and harmonized qualitative and quantitative tools, all of which form part of QADERs comprehensive Guide for Preparing Participatory Studies. Purpose of the Consultancy The overall purpose of this assignment is to document and systematize the methodology and practices applied throughout the implementation of the CBID project, with a specific focus on: § The processes and methodologies used in stakeholder and resource mapping in the targeted communities; and § The approach, tools, and practices adopted in conducting Participatory Studies on the rights and needs of persons with disabilities. The documentation should capture both the methodological framework and the practical experiences and lessons learned from field implementation, highlighting innovative or effective practices, challenges encountered, and mechanisms used to ensure participation, inclusion, and accountability. The final documented methodology is expected to serve as a replicable and user-friendly guide for QADER and its partners to guide future CBID initiatives and participatory local planning processes across other communities.
