The Illinois Department of Children and Family Services (DCFS) and Illinois Department of Early Childhood (IDEC) and their business and technical stakeholders (hereinafter the State and where DCFS Youth in Care receive services) desire to establish a joint purchase contract for all-in-one electronic fingerprint capture/control software and mobile fingerprint scanners including a photo capture module (collectively called the Biometric Solution).
