Quotation are invited for Video Editing Consultant - Enhancing Community Based MHPSS & Social Cohesion Through Integrated Basic Services and Awareness Raising Initiatives. Background In partnership with Embrace and with the support of the International Organization for Migration (IOM), MDSF is implementing a community-based MHPSS and social cohesion project aimed at strengthening psychosocial wellbeing, promoting inclusion between displaced and host communities, and improving access to localized mental health services across Beirut, Bekaa, Baalbeck, and the South. To document the projects impact and ensure visibility for both IOM and MDSF, the Foundation seeks to engage a Video Editing Consultant who will compile and produce a high-quality short film that captures the projects journey, achievements, human stories, and community impact. 3. Objective The main objective of this consultancy is to produce a professional video that showcases the projects implementation, activities, and key achievements, while reflecting MDSF and IOMs values of empathy, inclusion, and resilience. Specifically, the consultant will: Collect and organize existing video footage, photos, and materials captured by field teams throughout project implementation. Conduct additional short interviews or on-site filming if needed (in coordination with MDSF and Embrace teams). Edit and produce a 3-minute final video highlighting the projects outcomes, beneficiary testimonials, and visual storytelling of MHPSS activities. Ensure that the final video aligns with IOMs branding, communication, and visibility guidelines. Deliver shorter cuts or reels (3060 seconds) for social media dissemination. 4. Scope of Work The Video Editing Consultant will: 1. Develop a concept and storyboard in collaboration with the MDSF Communication Team. 2. Review all available project materials, including photos, raw videos, donors disclaimer and guidelines, and interviews from Embrace and MDSF field teams. 3. Conduct additional filming (if needed) to fill visual or narrative gaps, ensuring adherence to ethical and PSEA guidelines (informed consent, privacy, and safeguarding), avoiding showing beneficiary faces whenever possible (especially children). 4. Edit and produce: One main video (3 minutes) summarizing project activities, results, and impact. Two short versions (3060 seconds) for use on social media platforms. 5. Add Arabic and English subtitles, MDSF, Embrace, and IOM logos, intro/outro titles, and appropriate background music. 6. Present a first draft for feedback and integrate all revisions to produce the final approved version. 7. Deliver all source files and final exported versions in MP4 and high-resolution formats. 5. Deliverables The consultant is expected to deliver the following outputs: 1. Storyboard and Work Plan: A detailed outline of the proposed video concept, storyline, and technical approach, submitted within one week of contract signing. 2. Raw Material Consolidation: Organization and review of all existing visual materials and identification of additional filming needs, completed within two weeks of assignment start. 3. Draft Video: Submission of the first edited draft (3 minutes) for review by MDSF and IOM, including subtitles and branding, by Oct 15, 2026. 4. Final Video and Short Clips: Delivery of the final approved versionsone main video (3 min) and two short reels (3060 sec each)in both Arabic and English, in high-resolution and social-media formats, by Oct 30, 2026. 5. Source Files and Documentation: All original project files, scripts, subtitles, and video rights transferred to MDSF upon final approval. 6. Duration of Assignment The assignment will be implemented between November 2025 and October 2026, covering session preparation, facilitation, and reporting. 7. Qualifications Bachelors degree in Film Production, Multimedia, Communication, or related field. Minimum 5 years of professional experience in video production, editing, and storytelling for NGOs, UN agencies, or donor-funded projects. Proven experience producing humanitarian or development-related videos (portfolio or links required). Excellent command of Adobe Premiere Pro, After Effects, or equivalent editing software. Ability to translate complex concepts into clear and emotionally engaging visual stories. Familiarity with donor visibility guidelines. Fluency in Arabic and English. 8. Location The consultant will work remotely, with possible visits to MDSF offices in Ferzol (Bekaa) or activity sites in Baalbeck and Bekaa as needed for filming coordination. 9. Reporting and supervision The consultant will report directly to the Project Officer and in close coordination with the project communication team. 10. Payment Terms Payments will be made via bank transfer as follows: 60% upon submission and approval of the storyboard and work plan and upon submission of the first draft video. 40% upon submission and approval of the final video and all deliverables. Note: Without a valid MOF certificate, a 3.4% tax on goods and 8.5% on services will apply. MDSF reserves the right to withhold final payment if deliverables are incomplete or do not meet quality standards. 11. Documents Required Interested individuals or organizations should submit: CV or organization profile with relevant experience Technical proposal (approach, methodology, outline of topics) Financial proposal (including training delivery, clinic sessions, ) Legal documents (MOF, ID, Registration Certificate) Sample of similar previous work 12. Confidentiality statement All information submitted in response to this RFQ is considered confidential and must not be disclosed to third parties without written consent from MDSF.
