Tenders are invited for Meal Consultant to Develop, Coordinate, and Operationalize the Monitoring, Evaluation, Accountability, and Learning Framework for the Project. Background In partnership with Embrace and with the support of the International Organization for Migration (IOM), MDSF is implementing a community-based MHPSS and social cohesion project aimed at strengthening psychosocial wellbeing, improving access to community-based mental health services, and promoting inclusion between displaced and host communities across Beirut, Bekaa, Baalbeck, and the South. The project includes awareness-raising activities, frontliner capacity building, community-based psychosocial interventions, and integrated service delivery. To ensure quality implementation, accountability, and learning, MDSF will recruit a MEAL Consultant to develop, coordinate, and operationalize the Monitoring, Evaluation, Accountability, and Learning framework for the project 3. Objective The objective of this consultancy is to establish and oversee a comprehensive MEAL system to ensure effective tracking of project results, evidence-based decision-making, and accountability to affected populations. Specifically, the consultant will: Design and operationalize a project-specific MEAL framework, aligned with IOMs reporting requirements and MDSFs internal standards. Ensure collection, analysis, and visualization of quantitative and qualitative data across project components. Support project staff and partners in the consistent use of MEAL tools and ensure integration of learning into implementation. Facilitate data-driven reflection sessions and contribute to donor reporting with evidence-based insights. 4. Scope of Work The MEAL Consultant will: 1. Develop a MEAL Framework and Plan Establish project-specific indicators, baselines, and targets. Define data collection methodologies, tools, and reporting schedules. Align the MEAL plan with IOMs standard indicator framework. 2. Design and Validate MEAL Tools Create pre/post-tests, attendance sheets, feedback forms, and beneficiary satisfaction tools. Develop session and activity-level monitoring templates for MDSF and Embrace teams. 3. Data Management and Quality Assurance Support the establishment of a central data management system (Excel/Power BI/Kobo). Conduct periodic data verification and ensure data protection and confidentiality standards. 4. Capacity Strengthening and Coaching Train MDSF field teams on MEAL tools, indicator tracking, and reporting quality. 5. Learning and Reporting Produce monthly monitoring summaries and a final learning report capturing best practices and lessons learned. Support donor reporting by consolidating quantitative indicators and qualitative outcomes. 6. Accountability and Feedback Mechanisms Review existing complaint and feedback mechanisms (CFM) and adapt them to the IOM project scope. Ensure that feedback loops are closed and responses are documented and shared with project management. 5. Deliverables The consultant is expected to deliver the following outputs: 1. Inception Report and MEAL Framework: Submitted within the first two weeks of the assignment, this document should include the proposed methodology, indicator matrix, MEAL plan, and implementation timeline. 2. MEAL Tools Package: A complete set of validated monitoring and reporting tools (pre/post-tests, satisfaction surveys, templates, and databases) to be finalized by December 15, 2025. 3. Monthly MEAL Reports: Monthly analytical summaries capturing progress against indicators, challenges, corrective actions, and lessons learned for the period November 2025 to October 2026. 4. Final Learning Report: A comprehensive report consolidating all data, performance against indicators, key findings, success stories, and lessons learned. This final deliverable should also include recommendations for sustainability and replication. It should be submitted by November 2026. 6. Duration of Assignment The consultancy will extend from November 2025 to October 2026, covering the design, implementation, monitoring, and evaluation phases of the project (part-time engagement). 7. Qualifications Masters or Bachelors degree in Social Sciences, Monitoring & Evaluation, Statistics, Public Health, or related field. Minimum 5 years of experience in MEAL for humanitarian or development projects, preferably within MHPSS or protection sectors. Proven experience with donor-funded projects (IOM, UN, EU, USAID preferred). Excellent analytical and data visualization skills (Excel, Power BI, Kobo, or similar tools). Strong understanding of gender, protection, and conflict sensitivity principles. Excellent written and verbal communication in Arabic and English. . 8. Location The consultant will be supporting MDSf team remotely during the project duration and will be meeting the MDSF team in MDSF headquarters in Ferzol when needed. 9. Reporting and supervision The consultant will report directly to the Project Officer and in coordination with MDSF MEAL Unit. 10. Payment Terms Payments will be made via bank transfer as follows: 30% upon submission and approval of the Inception Report and MEAL Framework. 40% upon completion of mid-term data collection and submission of the mid-term MEAL report. 30% upon submission and acceptance of the Final Learning Report. Note: Without a valid MOF certificate, a 3.4% tax on goods and 8.5% on services will apply. MDSF reserves the right to withhold final payment if deliverables are incomplete or do not meet quality standards. 11.
