Nov 2025 Consultancy Services for the Assessment, Preparation of Bill of Quantities (BoQ), and Supervision of the Rehabilitation of the Tallouseh Reservoir A mandatory site visit will take place on 10 November 2025 Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. Oxfam is seeking a consultant or engineering firm to conduct an assessment, prepare a Bill of Quantities (BoQ), and supervise the repair and rehabilitation works of the reservoir located in Tallouseh village. GPS coordinates: 33°1335.8"N, 35°2948.4"E Task 1: Assessment and Preparation of Tender Documents Conduct a technical assessment of the existing reservoir to identify the required structural, civil, and electromechanical rehabilitation works, and prepare the corresponding tender documents, including the technical specifications, scope of work, and Bill of Quantities (BoQ). Task 2: Supervision of Works Supervise and monitor the rehabilitation works, in coordination with Oxfams team, to ensure full compliance with the approved technical specifications, quality standards, and contractual requirements. Task 3: Handover to the South Lebanon Water Establishment (SLWE) Support Oxfam in the proper handover of the rehabilitated reservoir to SLWE. 2.1. Scope of Work The consultant will conduct discussions and consultations with the Water Establishment, municipality in coordination with Oxfam. Review existing documents, data, and information relevant to the Project. Conduct a comprehensive technical assessment of the reservoir to identify the rehabilitation needs, including civil, structural, and mechanical and electrical components, and prepare detailed tender documents for the repair and rehabilitation works. These shall include all necessary technical specifications, Bill of Quantities (BoQ), drawings, and scope of work Supervise rehabilitation works, including field visits, progress monitoring, and submission of progress and final completion reports with visual documentation Supervise the testing, commissioning, and handover of the rehabilitated reservoir to the SLWE. Review and approve all material submittals, shop drawings, and any other technical documentation submitted by the contractor to ensure compliance with the approved design and specifications. Ensure the preparation of the Operation and Maintenance (O&M) manual and facilitate training sessions for SLWE technical staff conducted by the contractor as part of the handover process. Ensure completion of all rehabilitation works within the agreed timeframe. Estimated Costs The Consultant shall submit a detailed cost estimation for the rehabilitation of the Tallouseh reservoir. For the tender documents to be prepared under this agreement, all Bills of Quantities (BoQs) shall provide a detailed cost estimate of the required works, with a degree of accuracy of at least 90%. The cost estimates shall cover all project components and include the following: a. Detailed engineering costs. b. Breakdown of costs into direct and indirect costs (including materials, labour, and equipment). c. Price and physical contingencies, where applicable. Assessment, Study and Report The Consultant shall conduct a comprehensive assessment and prepare all related technical documents for submission to Oxfam and the South Lebanon Water Establishment (SLWE) for feedback and approval. All documents must comply with national standards and Oxfam requirements and include, but not be limited to: Site layout and location maps. Findings of the assessment and identified rehabilitation needs. Proposed engineering and rehabilitation solutions. Detailed technical specifications, BoQ, drawings. Implementation plan outlining methodology and timeline. Presentation and validation of the proposed rehabilitation works and BoQ with Oxfam, SLWE, and the concerned municipality. Evaluation of surrounding conditions (access, drainage, safety, fencing). Any additional works necessary to ensure full functionality and safety of the reservoir. Tender Documents: The Consultant shall prepare all tender documents related to the rehabilitation of the Tallouseh Reservoir in compliance with national and international regulations. The tender phase shall include: Development of a detailed Bill of Quantities (BoQ) and cost estimate, based on an appropriate work breakdown structure to support accurate pricing by bidders Preparation of complete technical specifications for materials, workmanship, and construction/rehabilitation methods. Preparation or updating of detailed drawings reflecting the civil, structural, mechanical, and electrical rehabilitation works of the reservoir. Provision of any additional documents or technical recommendations necessary to complete the tendering process. The Consultant shall submit draft tender documents to Oxfam for prior to finalization. Supervision and Handover The consultant is expected to provide technical assistance in the form of site supervision during the rehabilitation period of the assigned supervision contract; this shall include the following: Reviewing the Contractors work program for compliance with the approved schedule and methodology. Attending coordination meetings and approving contractor submittals as required. Identifying issues affecting progress, and recommending corrective actions Monitoring rehabilitation progress to ensure compliance with the agreed schedules. Inspecting all executed works to ensure compliance with the required quality standards. Being available and represented on the site during critical times of implementation (milestones), and this should not exclude weekends and holidays Approving the materials, shop drawings, and O&M manuals submitted by the Contractor. Supervising testing, commissioning, and handover to the South Lebanon Water Establishment (SLWE). Signing off provisional and final taking-over certificates. Preparing weekly progress reports and a final completion report. Any other works deemed necessary Tentative schedule as follow: 1 or 2 field visits for the assessment 3 - 4 days for the detailed study, BoQ, and Drawings. 56 visits for implementation and handover, in coordination with Oxfam. Oxfams Engineer will conduct daily field visits and perform inspections in coordination with the consultant. All final and draft reports shall be submitted in one hard copy and a soft copy. Deliverables Preliminary assessment report: To be submitted within one (1) week after contract signature, summarizing the assessment findings, identified rehabilitation needs, and a preliminary cost estimate. Detailed study and tender documents: To be submitted within one (1) week after approval of the preliminary report, including BoQ, drawings specifications, and cost estimate. Final versions shall be submitted within three (3) days week after feedback. Progress reports: The consultant is expected to provide weekly progress reports, summarizing progress, challenges, and mitigation measures. Completion report: to be submitted within one (1) week from the hand over to the Water Establishment, summarizing works completed, supervision activities, and final acceptance. Include all progress reports. TIMEFRAME AND PAYMENT The allocated timeframe for the delivery of the study and tender documents is two (2) weeks. The timeframe to reply to Oxfams questions is 3 working days All documents should be submitted as editable files. One (1) week for the preliminary study, after the signature of the contract. One (1) week for the detailed study and tender documents, after receiving approval on the proposed works (preliminary design). One (1) month for supervision, in accordance with the workplan of the Contractor (tentative). The timeframe to reply to the contractor submittals is within 3 days.
