Request for proposals for Consultant Protection and PSEA Training Services Scope of the Framework Procedure The framework procedure covers the design and delivery of capacity-strenghtening trainings over a period of six months. These trainings are directed towards NGO staff and community actors across specified locations. The framework procedure will ensure flexibility in scheduling, repeated delivery, and adaptation to context-specific needs, while adhering to the core principles of protection and accountability. Services to be provided under the Framework Procedure Service providers contracted under this framework procedure will be responsible for the delivery of trainings, development of materials, facilitation, and reporting. Each activation of the contract signed under the framework procedure will specify the exact dates, locations, duration and participant groups. Introduction Alianza por la Solidaridad-ActionAid Spain (Alianza-AA SP) is a feminist, non-governmental, non-denominational and independent organization founded in Spain in 1986, and which has been present in the occupied Palestinian territory (OPT) since 1993. Since 2013, the organization has been a member of ActionAid (AA) International, a global federation working with more than 41 million people in over 70 countries towards a just, fair, and sustainable world in which everybody enjoys the right to a life of dignity, and freedom from poverty and oppression. AA works to achieve social justice and gender equality, and to eradicate poverty. Hand in hand with its Palestinian civil society partners, and in line with its 2020-2026 Strategic Plan, the promotion and defends of womens rights and gender equality lie at the heart of Alianza-AA SPs work in the West Bank and Gaza Strip. Concretely, its development cooperation and humanitarian programs seek to prevent, respond to and mitigate Gender-Based Violence (GBV) and to ensure womens civil, political, social and economic rights. Since October 2023, together with its sister organization, ActionAid Palestine and the AAs International Humanitarian Action and Resilience Team (IHART), Alianza-AA SP has launched a response to the humanitarian emergency in the West Bank and Gaza Strip, centered on supporting partner organizations to sustain and expand critical basic needs, protection, health and livelihoods services and assistance, with a cross-cutting focus on supporting the participation and leadership of women and young people in the response. This training aims to build the capacity of staff, community actors, to: · Identify and prevent cases of SGBV, and PSEA. · Implement effective referral pathways. · Apply survivor-centered approaches. · Strengthen the use of Complaint and Feedback Mechanisms (CFMs) and Accountability to Affected Populations (AAP) tools. Through these efforts, the training will contribute to promoting safe, transparent, and responsive humanitarian programming that aligns with international standards and best practices. This framework covers training needs under current and upcoming projects implemented by Alianza-AA SP and partners funded by multiple donors (including ECHO, GVA, AACID and AECID). and add also that the proposing entity must be residing in the Gaza Strip or West Bank, respectively Tender Link : https://www.jobs.ps/en/tenders
