Tenders are invited for Training on Monitoring & Evaluation (M&E) of Campaign Results for Non-State Actors (NSAs) Closing Date: 11 Nov 2025 Type: Consultancy Background The Strengthening Civic Space in Northern Syria initiativefunded by DG NEAR and the French Ministry for Europe and Foreign Affairs and implemented by Expertise Francesupports Non-State Actors (NSAs) in Northeast Syria (NES) and Northwest Syria (NWS) to engage in policy dialogue and local governance. Through the ENSAAC project, a diverse set of NSAs (community groups, professional associations, advocacy actors, and informal civic initiatives) implement campaigns across themes such as gender, health, climate resilience, and freedom of expression. While many grassroots partners execute activities effectively, measuring campaign resultsbeyond outputs like events or materialsremains inconsistent across organizations. Purpose & Objectives This consultancy will equip participating NSAs in Northeast and Northwest Syria with the practical competencies needed to plan, monitor, and evaluate the results of their awareness and advocacy campaigns, and to use that evidence for adaptive decision-making and compliant donor reporting. The training will enable partners to articulate clear results chains for influence/behavior-change work; design SMART output and outcome indicators with baselines and realistic targets; select and implement feasible, low-risk data-collection methods (including basic digital analytics and simple offline checks); apply data-quality, consent, safeguarding, and data-protection standards; and synthesize findings into concise, actionable learning briefs that feed directly into routine management and donor submissions. Pre-training diagnostic: Ahead of equipping partners with training, the Consultant will conduct a rapid evaluative review of 6-to-8 ongoing and recent ENSAAC awareness campaigns through close engagement with each partner (e.g., short interviews/clinics, review of campaign materials and basic analytics). This diagnostic will identify key weaknesses, recurrent challenges, and effective responses already used by partners, and will directly inform the final curriculum design, case examples, and practical exercises. Learning objectives: by the end of the assignment, participants will be able to: Build a simple results chain/Theory of Change for a campaign. Define SMART indicators (output/outcome) with baselines and realistic targets. Select feasible, low-risk methods (short KAP checks, KIIs, observation, outcome harvesting lite, MSC lite). Use basic digital analytics (reach, impressions, engagement rate, CTR, completion rate) and triangulate with offline data. Assess the reach and early outcome signals of existing ENSAAC awareness campaigns using available digital/offline data, and decide whether to consolidate gains or pivot to maximize impact moving forward. Undertake on-the-job evaluation during the workshop of each NSAs current ENSAAC campaign, with the advocacy/M&E consultant supporting teams to build a tailored followup engagement strategy based on their unique results; frame this as a step toward an exit/scale strategy to sustain and expand impact. Apply data quality (DQA mini-audit) and data protection/Do-No-Harm/PSEA standards. Analyze findings in Excel/Sheets and produce a concise two-page results brief. Draft a campaign MEL plan and implement a short post-training follow-up. Scope of Work (Consultant/Provider) The Consultant will: First, conduct a rapid evaluative review of a purposive sample of partners ongoing/recent ENSAAC awareness campaigns (brief interviews/clinics with partners; light review of campaign materials and available analytics) and, according to the findings, co-design a relevant curriculum that addresses identified needs and gaps. The Consultant will propose a stratified sample of ENSAAC partner awareness campaigns that balances NES/NWS, covers different themes and a mix of digital/offline approaches, and only includes cases with minimum data readiness and no Do-No-Harm concerns. This sample will be drawn out of a one-pager covering for each participants campaign, its objective, audience, timing, main channels, and available result data. Design two in-person training cohorts (one in NES, one in NWS) in Arabic. Deliver the training in-person in a 2-day core format with required pre-work and post-training group clinics (23 per cohort over 68 weeks), reflecting TPM feedback from prior remote technical trainings that emphasized stronger engagement, practice, and uptake in face-to-face settings. Provide editable templates/tools and practical labs using participants live campaigns. Administer pre/post tests and participant feedback forms; compile a training report per cohort. Provide a final package consolidating tools, trackers, and tailored recommendations to each NSA partner. Optional alternative: a 2.53 day in-room delivery per cohort (if budget/logistics allow) for deeper practice on tools and methods. 4) Target Group, Language & Locations Participants: Total participating NSAs: 15 (across NES/NWS) with each of the two trainings attended by 7 to 9 NSA organizations, with approximately 15 participants per cohort (two trainees per NSA). Gender balance: Aim for at least 40% women among participants. Language: Arabic delivery. Training materials and reports in Arabic, with English versions provided on request. Locations: One delivery in Northeast Syria (NES) and one in Northwest Syria (NWS); exact cities/venues to be agreed with Expertise France. Venues should support interactive group work (projector/screen, flipcharts, stable power, reasonable internet for demos, U-shape/classroom seating), and comply with EF security guidance and accessibility considerations. Deliverables & Schedule The consultancy will run over approximately 810 weeks, covering preparatory review, training delivery, and follow-up coaching. Key deliverables include: Inception Package (due 10 calendar days after contract signature) The Consultant should submit: draft agenda, slide deck, exercises, editable templates (results chain, indicator matrix, MEL mini-plan, DQA checklist, two-page results brief), pre/post tests, baseline quiz, and a short facilitation plan reflecting the expected 15 participants per cohort and team-based seating. Evaluation of Sampled Partner Campaigns (within the first 2 weeks) A rapid evaluative review of 6-to-8 selected partner awareness campaignscovering both online and offline examplesto identify strengths, challenges, and learning needs. For each selected campaign, the Consultant does a light touch review: a desk read of the MEL mini-plan and tools, basic verification of available analytics or offline tallies (mini-DQA), a handful of short KIIs with the partner team and one external stakeholder, andwhere feasiblea very brief micro-pulse or structured observation. Findings will be triangulated into a 46 page case note with a one-page action brief. Training Delivery (NES & NWS) (within the agreed delivery window) Two in-person cohorts should be delivered in Arabic (one in NES, one in NWS), following the approved 2-day core agenda and in-room clinics. Training Report(s) (due within 7 calendar days after each cohort) For each cohort, the Consultant should provide: attendance list, pre/post test analysis (learning gain), participant feedback summary, key adaptations to materials, and immediate recommendations for the coaching phase. Coaching Clinics (23 per cohort over 68 weeks) Group clinics should focus on finalizing indicators/baselines, troubleshooting data collection and tracker use, and documenting one evidence-based adaptation per NSA. A clinic memo (issues, decisions, action points) should be shared within 3 working days of each session. Final Package (due within 10 calendar days after the last clinic) Clean editable templates, digital analytics tracker, two-page results brief template, and final narrative report consolidating tools, tracker use, lessons learned, and NSA adaptations. All deliverables should be in Arabic (English versions upon request), provided as editable source files, and transmitted via EF-approved channels.
