Tenders are invited for Conflict Mediator Consultant - Enhancing Community Based MHPSS & Amp, Social Cohesion Through Integrated Basic Services and Awareness Raising Initiatives. Background: Michel Daher Social Foundation (MDSF), in partnership with Embrace and with the support of the International Organization for Migration (IOM), is implementing a community-based project aimed at strengthening psychosocial wellbeing, social cohesion, and community resilience in many regions across Lebanon. Within this framework, MDSF will facilitate community dialogue sessions addressing social tensions, mental health stigma, and conflict sensitivity through structured, participatory discussions in Bekaa and Baalbak el Hermel. A professional Conflict Mediator will be engaged to guide these sessions, promote constructive communication, and build community capacity for peaceful dispute resolution. 2. Objective The overall objective of this consultancy is to strengthen community dialogue and promote conflict-sensitive engagement among diverse social groups in Bekaa and Baalbak. The Conflict Mediator will contribute to the broader goal of fostering psychosocial wellbeing, trust-building, and collective problem-solving within communities affected by social and economic stressors. Specifically, the consultant will: Facilitate inclusive dialogue spaces that allow youth, women, and community representatives to express concerns, share experiences, and identify common challenges affecting their wellbeing and coexistence. Mediate community tensions through constructive communication and problem- solving techniques that prevent escalation and promote mutual understanding. Empower local actors with conflict-sensitive approaches and tools to manage disputes in a sustainable way. Promote psychosocial resilience by integrating emotional expression, empathy- building, and stress management into mediation processes, in alignment with Embraces MHPSS framework. Generate evidence and insights on the root causes of local conflicts, recurring stressors, and potential community-driven solutions to inform future interventions. The Conflict Mediator will play a critical role in bridging psychosocial and social cohesion objectives, ensuring that dialogue sessions not only resolve tensions but also contribute to a long-term culture of understanding, inclusion, and collaboration among community members. 3. Scope of Work The Conflict Mediator will: 1. Conduct a context review and brief conflict mapping for each targeted community, in coordination with the MDSF project team. 2. Design a session plan (agenda, objectives, methodology) for approximately 10 community dialogue sessions targeting mixed groups (youth, women, and community leaders). 3. Facilitate the 10 sessions using participatory, inclusive, and trauma-informed approaches. 4. Document key discussion points, emerging issues, and agreed community actions. 5. Support participants in identifying locally driven conflict mitigation strategies and community initiatives. 6. Submit concise session reports and a final summary report including outcomes, recommendations, and lessons learned. 4. Deliverables The consultant is expected to deliver the following: Inception Report and Session Plan o To be submitted within the first week of the assignment. o Includes methodology, detailed session plan (topics, objectives, tools, and target groups), and overall implementation schedule. Ten (10) Community Mediation and Dialogue Sessions (2 sessions for each group of 20 adults 5 groups in total) o To be conducted between January and April 2026 across Bekaa and Baalbak. o Each session should promote constructive dialogue, inclusion, and mutual understanding among community members. Session Reports (One per Session) o To be submitted within three (3) working days following each session. o Each report should include attendance lists, key discussion points, challenges raised, and proposed community actions. Final Summary Report o To be submitted by the end of May 2026. o Should consolidate lessons learned, emerging trends, case examples, recommendations for future dialogue processes, impact observations on community dynamics and 5 community initiatives (1 per group) 5. Duration of Assignment The assignment will be implemented between January and May 2026 for a total of 10 sessions (including preparation, facilitation, and reporting. 6. Qualifications Bachelors degree in Psychology, Social Work, Peacebuilding, Mediation, or related field (Masters preferred). Minimum 5 years of professional experience in conflict mediation, community dialogue, or peacebuilding. Demonstrated experience facilitating sensitive discussions within diverse communities. Strong understanding of Lebanese community dynamics and conflict sensitivity in Bekaa and Baalbak. Experience working with NGOs, humanitarian, or psychosocial programs is an asset. Excellent communication, documentation, and reporting skills in Arabic and English. 7. Location Location 1: Ferzol - Bekaa Governorate (Michel Daher Social Foundation building). Location 2: Baalbak Baalbak Hermel Governorate (details to be provided later) 8. Reporting and supervision The consultant will report directly to the Project Officer and coordinate with the MDSF and Embrace teams when required. 9. Payment Terms Payment will be made via bank transfer or Telegraphic Transfer (TT): 50% upon completion of the 5 sessions and the remaining 50% upon completion of remaining 5 sessions and submission of the final report Note: Without a valid MOF certificate, a 3.4% tax on goods and 8.5% on services will apply MDSF reserves the right to withhold final payment if deliverables are incomplete or not in line with agreed quality standards 10.
