Expression of Interest for Recruitment of a Firm for the Financial and Accounting Audit of the Integrated Program for Development and Adaptation to Climate Change in the Niger Basin (Pidacc/Nb), Regional Component, for the 2026 and 2027 Financial Years (including Closure Procedures) . Scope of Services The services under this assignment include: Providing reasonable assurance that the financial statements as a whole are free from material misstatements, whether due to fraud or error, and issuing an opinion as to whether they have been prepared, in all material respects, in accordance with the applicable financial reporting framework. Ensuring that the projects accounting records form the basis for the preparation of the Project Financial Statements (PFS) by the Project Implementation Unit, accurately reflecting all financial transactions, and that adequate internal controls are in place with supporting documentation maintained. Issuing an independent professional opinion on the projects financial position and verifying that project funds have been used for the intended purposes and in compliance with the grant/loan agreement provisions. Providing reasonable assurance on the achievement of project/program objectives, ensuring that physical progress aligns with the disbursed funds and disbursement schedules, and that the technical report provides sufficient data for users to fully assess project achievements. Reporting on the financial statements and communicating audit findings and conclusions in accordance with applicable auditing standards. The detailed scope, tasks, and responsibilities of the consultant are defined in the Terms of Reference (TORs). 4. Eligibility The Executive Secretary of the NBA, through the Regional Coordination Unit (RCU) of the Program, invites interested and eligible audit and accounting firms to express their interest in providing the above-mentioned services. Interested firms must provide information demonstrating that they are qualified and experienced to perform the services, including documentation, references for similar assignments, experience in comparable contexts, and availability of qualified personnel. Firms must also provide: Proof of registration with a national or regional professional accounting body. A list of similar assignments with completion or service certificates, including names and addresses of clients, start and end dates, funding sources, and countries of implementation. At the shortlisting stage, only relevant experience and registration with a recognized professional accounting organization will be evaluated. The consulting firm must: Be officially registered and listed with a recognized national or regional Order of Chartered Accountants. Have at least five (05) years of proven experience in financial accounting and audit of projects and programs, particularly those funded by development partners. Firms may associate to enhance their qualifications. The selection method will be Quality- and Cost-Based Selection (QCBS).
