Energy And Related Services – Mixed Concession Contract For The Design, Financing, Construction, Maintenance And Operation Of A Renewable Hydrogen Station On The Lyonsaint Exupery Airport Site. The Contract Subject To This Consultation Is A Mixed Concession Contract Within The Meaning Of Articles L. 11213 And L. 13001 Et Seq. Of The Public Procurement Code. This Consultation Is Organized In Accordance With The Provisions Of The Public Procurement Code And In Particular Articles L. 31111 Et Seq. And R. 31111 Et Seq. Relating To Concession Contracts. The Contract Will Cover: ? A Design And Construction Contract Relating To The Execution Of Roads And Miscellaneous Networks (Vrd) Works And The Development Of Green Spaces Of The Mobhylys Project. This Scope Includes The Following Services: O Preparatory Work Including Installation Of The Site, Cleaning Of The Intervention Area And Removal Of Existing Structures; O The General Earthworks Necessary For The Installation Of The Future Hydrogen Station; O Surface Developments, Including The Construction Of Traffic Roads And The Main Platform Intended To Accommodate The Stations Equipment; O Sanitation Works; O Various Networks, Including The Drinking Water Supply Network; O The Development Of Green Spaces Around The Project. The Share Of The Forecast Envelope, Allocated To This Part Of The Contract By The Granting Authority As Project Owner, Is Estimated At 4,200,000 Euros Excluding Tax. The Works Thus Delivered And Received Will Immediately Be Returned To The Scope Of The Service Concession. The Concessionaire Will Pay A Leasing Fee In Return For Handing Over These Works Under Concession. ? A Service Concession For The Design, Financing, Construction, Maintenance And Operation Of A Renewable Hydrogen Production And Distribution Station On The Lyon Saint Exupéry Airport Site, As Well As The Construction, Maintenance And Operation Of A Photovoltaic Power Plant Providing For Self-Consumption Part Of The Electricity Necessary For The Production Of Renewable Hydrogen. As Such, Candidates May Optionally Propose A Variant Provided They Have Responded To The Aforementioned Basic Offer. The Awarding Authority Will Specify, In The Consultation Documents Transmitted At The Stage Of The Tender Submission Phase, The Minimum Requirements That The Variant Must Respect, As Well As The Terms Of Its Presentation. The Concessionaire Will Bear, Within The Meaning Of Article L.1121-1 Of The Public Procurement Code, The Risk Linked To The Operation Of The Service. It Is Understood That This Risk Relates In Particular To The Income And Expenses Of The Concession Which Are In No Way The Responsibility Of The Granting Authority. The Contract Will Entail Authorization To Occupy The Public Domain.
