Nov 2025 About Transparency International Lebanon No Corruption (TI-LB): Transparency International Lebanon No Corruption (TI-LB) is Lebanons leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanons public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free societywe are actively making it happen by driving change, empowering citizens, and holding institutions accountable. With a people-centered approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change, and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society, and citizens, creating a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency ensures well-informed communities, and bridges gaps between global standards and local needs. To achieve meaningful, lasting change, TI-LB builds robust, long-term partnerships with a network of dedicated national, local, and international organizations working across Lebanon. These partnerships enhance our strategic reach, propelling TI-LB to deliver anti-corruption initiatives that are both globally aligned and locally impactful. By combining international standards with deep community engagement, we ensure that our programs not only meet global benchmarks but are also highly responsive to Lebanons unique governance challenges and diverse community needs. 2. Project Background LBN-CO-CFP-204-24 Promoting the Right of Access to Information Funded by UNDP Lebanon, the Project overall goal is to promote the effective implementation of the Right to Access to Information Law in selected municipalities through a community-driven, gender-responsive, and evidence-based approach. This will be achieved by empowering local communities, civil society organizations, local authorities and municipal staff through targeted awareness campaigns, capacity building, inclusive outreach, and hands-on support in submitting and following up on ATI requests. The Projects key objectives are: (1) Three municipalities identified and engaged as pilots for local ATI implementation. (2) Capacity of civil society organizations strengthened to support communities in accessing public information. (3) Local communities, including women, youth, and persons with disabilities, empowered to understand and exercise their ATI rights. (4) Increased awareness and public engagement through targeted outreach campaigns and trainings. (5) Advocacy and legal support mechanisms activated to address rejections of ATI requests and promote accountability. (6) Evidence generation and learning institutionalized through systematic tracking, success story documentation, and lessons learned reporting. The projects target audience includes local civil society organizations, municipal officials, community leaders, and members of the public in the selected municipalities, with a strong emphasis on inclusive participation and gender equality. 3. Scope of Work TI-LB is seeking the services of a qualified Graphic Designer to create a user-friendly, visually engaging training guidebook on the Access to Information (ATI) Law. Three selected CSOs participated in two rounds of Training of Trainers (ToT) and subsequently delivered 15 information sessions in their respective regions. To further support their efforts, TI-LB is developing a practical guidebook that simplifies complex concepts and enhances learning through professional design. The Graphic Designer will ensure that the guidebook is accessible, visually appealing, and professionally designed, with clear layouts, infographics, and illustrations. The design must align with TI-LBs branding guidelines and be adaptable for both digital and print formats. Objective: Develop a bilingual (Arabic and English) guide on the ATI Law tailored for citizens and municipal representatives. Produce a user-friendly training guidebook to support trainers in delivering effective ATI Law sessions. Targeted Impact: Increasing citizens and municipalities understanding of their rights and responsibilities under the ATI Law. Providing trainers with a clear, accessible, and practical tool to design and deliver high-quality training sessions. Strengthening transparency, accountability, and participatory governance through improved awareness and application of the ATI Law. Duties and Responsibilities: The selected Graphic designer will be tasked with: Design a bilingual ATI training guidebook (Arabic & English) that simplifies legal language, integrates visuals/infographics, and ensures accessibility for diverse audiences. Develop a user-friendly training guidebook that includes session outlines, methodologies, case studies, and interactive tools. Providing both raw materials (editable files) and finalized materials to the TI-LB team for review and archiving. Ensuring timely submission of all deliverables in line with the agreed timelines for both campaigns. Ensuring that all visuals align with the TI-LB visual identity and maintaining consistency in design, colors, logos, and overall style, tone, branding and messaging. Designing visuals that clearly and effectively convey concepts of good governance, transparency, and Anti-Corruption to TI-LB target audience. Working closely with the Communication Team to ensure that deliverables meet expectations and align with campaign objectives. Responding promptly to feedback and incorporate necessary revisions to maintain the quality and effectiveness of deliverables. Editable files are the courtesy of TI-LB, and they shall be handed in separately from the deliverables for all deliverables. Deliverables: Draft Training Guidebook on ATI Law. Deliver design drafts within 15 business days of receiving a brief. Provide up to 2 rounds of revisions per deliverable, unless otherwise agreed. Final Training Guidebook designed and ready for implementation by trainers 4. Required Competencies: General Requirements: Ensure all content is presented in clear, accessible, and inclusive language. Integrate visual elements (icons, infographics, tables, checklists) to increase readability. Use gender-sensitive and inclusive approaches in content design. Deliver print-ready and digital-friendly formats. Maintain confidentiality of project materials and comply with TI-LB communication standards. Designer must ensure all fonts, imagery, and assets used are either original, licensed, or open source. The selected candidate must have a good experience in digital and print design, with a proven ability to create engaging visuals tailored to diverse audiences. Must demonstrate the ability to collaborate effectively with project stakeholders, including the communication team. Strong organizational and coordination skills, with a track record of managing multiple deliverables within tight deadlines. Note: The portfolio is required. Technical Specifications and Quality Assurance Ensure high-resolution outputs for print (300 dpi CMYK) and optimized versions for digital (RGB, compressed for web). Test digital visuals across platforms and screen sizes to ensure consistency. Context/Specific Skills, Knowledge, and Experience: Proven experience in designing and producing user-friendly guidebooks, manuals, or training materials. Strong understanding of governance, transparency, or legal awareness campaigns (experience with ATI Law or related fields is an asset). Proven track record of delivering high-quality visuals Proficiency in graphic design such as Adobe Creative Suite (Photoshop, Illustrator, Premiere Pro, etc.). Familiarity with Lebanons cultural and social context, ensuring that visuals are culturally relevant and effective. Selection Criteria: Proven experience in designing and producing user-friendly guidebooks, manuals, or training materials. Strong understanding of governance, transparency, or legal awareness campaigns (experience with ATI Law or related fields is an asset). Demonstrated skills in visual communication and simplifying complex legal/technical content. Familiarity with participatory training methodologies and adult learning principles. Excellent command of Arabic and English (spoken and written). Strong coordination and communication skills, with the ability to incorporate feedback constructively. Ability to meet deadlines and deliver high-quality outputs. Ability to work collaboratively with TI-LB and adapt to project needs. Pricing Financial Proposal: Fee Proposal: The fee proposal should include a structured cost breakdown for 6 months and consist of pricing of the booking per unit. If the entity is subject to VAT, it must be explicitly included in the financial proposal; otherwise, it will be assumed that VAT does not apply. Legal Documents: The service provider must submit all relevant legal documentation to be eligible (registration documents, VAT documents or any other relevant document). Payment Terms: The payment will be made via bank letter/bank transfer to the entity after completion of the event after review and approval of invoices.
