The District Of Houston (The “District”) Is Interested In Receiving Submissions From Professional Consultants Who Can Demonstrate Previous Experience In Facility And Maintenance Planning, Risk Assessment, And Master Planning For A Multi-Use And Scalable Park Within Smaller Communities.Located West Of Houston At The Far End Of Mountainview Drive, This Park Has Four Ball Diamonds, Soccer Fields, Rodeo Grounds, A Riding Arena, A Dog Park, As Well As Museum Features.The Park Is Shared By 5 User Groups:Pleasant Valley Horse Club; 4H Topley; Houston Soccer Association; Houston Minor Baseball Association;Houston Softball Association).The Park Currently Has Some Access To Power And Water, But It Is Very Limited.The Majority Of The Buildings Are Nearing Their End And May Require Heavy Upgrading.We Anticipate The Scope Of Services By The Successful Consultant Will Include:High Level Review Of Site Physical Environment, Location, Amenitiesengagement With User Groups And The Community To Gather Input On Park Needs And Priorities.Site Planning Of Currently Developed, Currently Used And Undeveloped Areasspace Planning In Coordination With User Groupsfunctional Assessment Of Existing Spacesobsolescence And Functional Relationships Of Existing Spacesintegration Of The Existing Program Plans With The Functional Assessmentthe Role And Integration Of Technology Layout Changes Required To Maximize The Use Of Existing Space, While Improving The Recreation Environment.Understanding Of Support Services Spaces That May Be Neededthe Plan Will Then Be Used As A Guiding Document To Help Plan And Budget For Future Development And Facility Projects By Phases: Short Term (3-5 Years) Medium Term (5-10 Years) And Long Term (10+ Years).The Successful Consultant Will Be Familiar And Experienced In Reviewing And Providing Recommendations On The Following: Building Code: Site Assessment: Energy Savings: Environmental Considerations: Sustainability: Space Analysis, Accessibility, Municipal Bylaw And Zoning Requirements.We Anticipate Total Fees For The Master Plan Project Will Be Less Than $45,000. The District Would Like To Provide A Final Recommendation For The Master Plan To Council In June 2026. The Form Of Contract Will Be Aibc 8C With District Of Houston Supplementary Conditions. Consultants Should Note That The Contract For The Development Of The Master Plan Is A Finite Engagement. Engagement For Related Future Services Should Not Be Construed. Any Future Services Will Be Publicly Advertised In Accordance With The District Policies.
