Quotation are invited for Providing Customized Training of Trainers (ToT) on SRHR (Sexual and Reproductive Health Rights). Closing Date: 2 Nov 2025 Type: Consultancy Themes: Gender/Health BACKGROUND AND CONTEXT Oxfam has been in Jordan since the 1990s. We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice and Gender Justice. Under the Gender Justice programme, Oxfam in Jordan is implementing the Power to Choose initiative. This project contributes to achieving equitable access to inclusive health services and supports stakeholders to advocate for evidence-based health care policies. The initiative builds on Oxfams expertise in using a rights-based and gender responsive approach and has a focus on reaching vulnerable women and young people in Jordan. This initiative contributes to Sustainable Development Goal (SDG) 3, to ensure healthy lives and promote well-being for all, and SDG 5 to achieve gender equality and empower women and girls. A Training of Trainers (ToT) on SRHR is a strategic approach to building local capacity and ensuring the sustainability of SRHR education and awareness. By equipping selected individuals with the necessary knowledge, skills, and tools, they can effectively conduct training and outreach within their own communities, institutions, or networks as SRHR Champions. This customized Training of Trainers (ToT) program will equip participants with the knowledge and skills needed to deliver accurate, age appropriate, and culturally sensitive SRHR education. It will empower them to promote positive attitudes toward gender equality, bodily autonomy, and informed decision making. Participants will also be prepared to address harmful practices, myths, and misconceptions surrounding reproductive health, while fostering safe and inclusive spaces for open dialogue on sensitive SRHR topics. Additionally, they will serve as community resource persons and advocates for SRHR-related rights and services. By investing in a group of well-trained SRHR trainers(champions), this initiative aims to build lasting impact through increased awareness, reduced stigma, improved access to services, and ultimately, better health outcomes for target populations. SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED 1. Development of TOT outline materials, the winner organization expected to conduct three focus group discussions (FGDs) to gather information about the current knowledge, attitudes, and practices in relation to Sexual and Reproductive Health Rights a. The content of FGDs will be developed by the consultant(s) upon holding of kick-off meeting and induction session with the project team. FGDs will be held with different segments of the community in each location, men, Women with Disabilities, youth, and community representatives b. Development of the first draft of TOT materials based on the feedback collected from FGDs; tailored to local community habits and needs. c. Development of Selection Criteria for choosing the 20 youth champions to be trained from the three regions. d. Selected the 20 required volunteers (champions) 2. Training of selected 20 Champions from the three locations on the developed awareness-raising materials by conducting a Training of Trainers (ToT) course on developed awareness-raising materials and effective ways of delivering awareness raising sessions. A detailed outline for the ToT course will be requested for review prior to delivery. 3. Supervision of the champions during the delivery of awareness-raising sessions Upon conclusion of the ToT courses, the champions will be the ones who will be conducting the awareness-raising sessions. The consultant(s) will be required to supervise the champions during the delivery of the one of the sessions and to give feedback on areas of improvement. (One awareness-raising sessions per each volunteer)Total 20 sessions If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers. 2. EXPERIENCE OR PROFILE REQUIREMENTS The company should have the following competencies: Essential The Company or consultant shall have experience in developing training materials especially on SRHR related topics in the last five years . The company or consultant shall have experience in conducting TOT trainings in the last five years The company or consultant shall have experience in implementing awareness-raising campaigns and or trainings. The company or consultant shall have technical knowledge/ work experience in women empowerment The company or consultant shall have experience in working in similar contexts.
