Tenders are invited for Mid-Term Evaluation of the Intervention of the Gender Equality for Sustainable Development in Senegal Program. Closing Date: 17 Nov 2025 Type: Consultancy Context Horizont3000 is one of Austrias largest non-governmental development organizations, supported by 11 Catholic member organizations. It collaborates with civil society actors in Africa, Latin America and Oceania. Its work focuses on sustainable livelihoods, human rights and gender equality, through three main instruments: Co-financing of development projects and programmes; Technical assistance provided by international and regional experts; Knowledge management and learning through its knowhow3000 platform. In Senegal, horizont3000 operates through its country office in Dakar, supporting 9 partner organizations to empower rural communities, promote climate resilience, defend land rights, and advance womens empowerment. About the Framework Programme The Framework Programme "Gender Equality 4 Sustainable Development" (20232026), co-funded by the Austrian Development Cooperation, is being implemented in 10 countries around the world. It has three strategic outcomes: Promote gender equality and womens empowerment; Integrate gender into sustainable livelihoods and human rights; Strengthen knowledge management on gender equality through knowhow3000. In Senegal, the programme includes 8 projects with a budget of 3.9 million, reaching 62,000 participants (more than 65% of whom are women) and around 800,000 indirect beneficiaries. Activities include: Sustainable Livelihoods: Agroecology, Value Chains, Rural Entrepreneurship, Access to Inputs (Women & Youth), Climate Adaptation, Sustainable Management of Natural Resources, Nutrition and Healthy Diets Organizational Strengthening: Capacity Building, Womens Empowerment, Womens Leadership, Organizational Learning (Gender & Climate), Exchange of Good Practices, Sensitization of Authorities (Gender, Nutrition, Climate) About the Evaluation This mid-term evaluation will review the progress of the programme between January 2023 and mid-2025, and make recommendations for the next phase (20272030). Objectives Assess the relevance and effectiveness of the horizont3000 approach to gender equality (GM2) and climate-smart food security at the level of the Senegal programme and knowhow3000 interventions, and reconstruct the underlying theory of change (ToC). To assess the relevance, sustainability and effectiveness of the application of gender mainstreaming and gender-transformative approaches in the sustainable livelihoods sector as well as gender- and climate-responsive food security at the community/project participant level by partner organizations in the context of the programs intervention in Senegal. Document lessons learned and good practices based on the results of the evaluation, and make concrete, evidence-based recommendations at the strategic and operational levels for future programming. Scope and Methodology Participatory, gender-responsive and human rights-based approach ; Mixed methods: literature review, surveys, key informant interviews, focus groups, and 7 case studies Deliverables include: Inception Report, Theory of Change, Interim and Final Evaluation Reports, and Workshop Presentations. Required Skills and Experience The evaluation team will be required to demonstrate: Successful completion of at least two evaluations of similar scope and budget (evidenced by at least two reports); Successful completion of at least two evaluations related to gender equality and/or womens empowerment in the context of development cooperation (evidenced by at least one report); Strong expertise and practical experience in the field of gender equality, womens rights and food security Expertise in sustainable livelihoods (with experience in rural entrepreneurship, climate change, agroecology and functional literacy) At least 5 years of experience in developing and implementing qualitative assessment methods, including focus group discussions, case studies, and extensive experience in survey design and implementation; Proven experience in conducting gender-responsive evaluations in various sectors Experience in planning and conducting evaluations in Senegal Advanced university degree in Gender Studies, International Development, Social Sciences or a related field with a strong gender component; Experience working with civil society organizations of different sizes and backgrounds in Senegal Excellent writing and proofreading skills ; Excellent command of French, English and local languages (Wolof, Serer, Fulani) For more details, please see the full Terms of Reference. The technical offer (12 pages maximum, excluding annexes) must include: - A brief description of the understanding of the mission (2 pages maximum); - Proposed evaluation approach and methodology, suggested methods, sequencing and sampling strategies, data processing and analysis, challenges envisaged and ways to address them; - Presentation of the composition of the team, including the team leader, the distribution of tasks, the work plan, the schedule, as well as at least two signed references from separate and independent sources; - Attached: detailed CVs of all team members, at least two mission references, other documents. The financial offer (maximum 2 pages) should include: Staff costs: names and functions of team members, estimated number of working days per person, task and evaluation phase, rate of pay per working day, total amount Travel costs (for case studies): travel costs, accommodation, other costs, if applicable; The total budget, which should be presented in euros and include travel costs, logistics (including workshop costs, accommodation and meals for participants, etc.) and other expenses.
