The Procurer Does Not Divide The Procurement Into Parts Because The Services Of The Procurement Contract Are Computer Networks That Work Together Functionally Or Are Necessary To Achieve The Same Goal. The Tender Must Be Submitted Under The Conditions Stated In The Basic Documents Of Public Procurement. The Object Of The Public Procurement Is The Provision Of The Data Communication Service Referred To In The Technical Description To Connect The Sub-Institutions Of The City Of Tartu To The Internet And Via A Unified Data Communication Network With The Network Centers Of Eenet And Tartu City Government. The Procurement Contract Will Be Concluded With One Successful Bidder. The Tenders Are Evaluated On The Basis Of The Most Economically Advantageous Tender. In The Case Of Equal Evaluation Results, The Procurer Will Give Preference To The Successful Bidder Who Submitted The Bid In The State Procurement Register First In Terms Of Date And Time. The Procurer Has The Right To Reject The Offers In Accordance With The Provisions Of § 115 And § 116 Of The Rhs.
