Tenders are invited for Development of a Digital Jobs Portal for Employment Promotion in Nineveh Scope of Work The service provider will be responsible for end-to-end delivery of the following components: Core Platform Requirements: · Job Portal Interface (Arabic and English) · Employer registration and job posting features · Candidate registration, profile creation, CV upload · Application tracking dashboard · Secure login & role-based access · Training & Resource Hub · Digital certification upon course completion · Aggregates relevant jobs from public sources (optional but preferred) · Multichannel Access · Responsive web interface and mobile compatibility · Integration with SMS/USSD/Telegram for low-connectivity users (optional) · Admin Console · Content moderation, user management, and reporting tools Security & Compliance: · Secure cloud hosting · Data encryption (at rest and in transit) · Privacy compliance (Iraqi law and GDPR-inspired principles) Documentation & Handover: · Full technical documentation and code base · Maintenance & scalability recommendations · Basic user manual and staff orientation session 3. Deliverables & Timeline The selected provider is expected to complete the project within 8 weeks of contract signature. 4. Budget Ceiling The total available budget for this assignment is USD 40,000, inclusive of all taxes, licenses, design, hosting (Year 1), and development costs.
