Since the end of 2021, DKH has been working on reorganizing its global offices, guided by the vision to strengthen regional and local structure: Operative decision-making power will be where operations happen and support DKHs mission to empower our partners and engage in localized humanitarian assistance. DKH overcomes geographical boundaries and understands itself as one organization. DKHs Regional Hub Asia, based in Amman, Jordan, provides comprehensive program support to DKH Programs and local partners in the region. The Asia Hub, has six units: [1] Middle East Program (MEP), [2] Yemen, [3] Pakistan, [4] Finance and Administration, [5] Program Support and [6] Bread for the World (BftW) Dialogue Office. As part of its legal obligation, DKHs Regional Hub Asia is required to submit its Internal System Regulations to the Ministry of Labor (MoL) for approval and filing. A draft Arabic version of the Internal System Regulations has been prepared. DKH also maintains a Global HR Manual as well as a Global Compensation Philosophy Statement, which outline the organizations overarching HR standards but require local adaptation to align with national labor legislation in the Hashemite Kingdom of Jordan. 2. PURPOSE The primary objective of this consultancy is to ensure that the Internal System Regulations reflect at least the minimum legal requirements under Jordanian Labor Law and is aligned with the organizations Global HR Manual as well as a Global Compensation Philosophy Statement. Specifically, the consultancy has two objectives. It aims to: Ensure that Internal System Regulations: Fully comply with Jordanian Labor Law and Ministry of Labor (MoL) submission requirements. Protect the organizations legal standing in the event of employment-related disputes or contract terminations. Reflect the minimum legal benefits as stipulated in the Jordanian Labor Law and where applicable, the DKH Global HR Manual as well as a Global Compensation Philosophy Statement. Review the Global HR Manual to identify sections that may contradict or not align with Jordanian Labor Law, and provide clear, practical recommendations to address these discrepancies through appropriate local adaptation while maintaining flexibility for future updates. 3. ROLES AND RESPONSIBILITIES The selected HR consultancy firm will be responsible for the following tasks: Review and Compliance Review the draft Arabic Internal System Regulations document to ensure full compliance with the Jordanian Labor Law and Ministry of Labors (MoL) submission requirements. Identify and correct any provisions that exceed or conflict with the minimum Jordanian legal requirements. Provide legal and HR compliance recommendations to mitigate potential risks in labor-related disputes or contract terminations. Alignment with the DKH Global HR Manual and Global Compensation Philosophy Statement Review the DKH Global HR Manual as well as a Global Compensation Philosophy Statement to identify overlapping provisions and potential contradictions with Jordanian Labor Law. Highlight any inconsistencies between the DKH Global HR Manual, Global Compensation Philosophy Statement and national labor legislation. Recommend the appropriate approach for local adaptation, ensuring flexibility for future updates once the global manual is finalized. Consultation and Coordination 3.3.1 Meet with the organizations Finance and Administration Manager and Legal Advisor to review, discuss, and validate the revised Internal System Regulations. 3.3.2 Serve as a focal point with the Legal Advisor for communications with the Ministry of Labor regarding the submission and approval process. Finalization Provide the final version of the Arabic Internal System Regulations, ready for submission to the MoL. Provide an authenticated legal English version of the Internal System Regulations addressed to the DKH senior management team in Amman. Submit a brief compliance and recommendations report summarizing key revisions, alignment issues, and guidance for future HR policy updates in Arabic and English if required for reference. 4. Deliverables Reviewed and finalized Arabic version of the Internal System Regulations, fully compliant with the Jordanian Labor Law and ready for submission to the Ministry of Labor (MoL). In addition, an authenticated legal English version shall be provided for internal reference and submission to the management team in Amman. Cross-reference summary or table identifying contradictions between the Global HR Manual and Jordanian Labor Law, with clear recommendations for local adaptation. A compliance and recommendations report outlining the key revisions made and their legal implications. Meeting notes or summary reports from consultations with the DKH Finance and Administration Manager, DKH HR Coordinator, and DKH Legal Advisor. 5. Duration and Timeline The consultancy is expected to be completed within two to three (23) weeks from the date of contract signing, including all reviews, consultations, and final document preparation. 6. SKILLS AND QUALIFICATIONS PROFILE Interested HR consultancy firms should demonstrate the following qualifications: Proven experience in HR consulting and Jordanian Labor Law compliance. Demonstrated expertise in drafting and revising Internal System Regulations for submission to the Ministry of Labor. Strong understanding of HR policy frameworks and legal compliance within the Jordanian context. Excellent Arabic and English language proficiency (both written and verbal). Experience coordinating with legal advisors and government entities. (Preferred) Prior experience in submitting or supporting organizations in obtaining MoL approval for internal regulations. Experience working with INGOs or international organizations on policy localization and compliance projects 7. Coordination and Reporting The consultancy firm will report directly to the Finance and Administration Manager and work closely with the HR Coordinator and Legal Advisor throughout the process. The firm will also act as the primary focal point for communication with the Ministry of Labor, in coordination with the Legal Advisor. 8. Evaluation Criteria The submitted bids are going to be evaluated based on the following criteria: Previous Experience: PASS or FAIL: If the bidder didnt provide proof of 5 years of experience for a similar service with at least one experience with an INGO within the past years, the score will be FAIL. Technical Evaluation: 50% of the total score, it will be based on an interview scoring. Financial Evaluation: 50% of the total score, best price offer will achieve the best score.
