Tenders are invited for Preparing a National Survey on the Conservative System in Palestine: Attitudes and Orientations Conduct a National Survey on the Governorate System in Palestine: Attitudes and Trends towards Decentralization and Direct Elections Email: Accordingly, we kindly ask those who are interested to provide us with the technical and financial offer according to the attached terms of reference in the sealed envelope to the headquarters of the Miftah Foundation located in Al-Masaif, Al-Rimawi Building, third floor, no later than Thursday, October 30, 2025, during working hours (all days of the week except Friday, Sunday, and during official holidays) from 8:00 AM to 4:00 PM. Note: Please place the technical offer in a separate envelope from the financial offer as follows: Financial offer In US dollars, reflecting the cost of various tasks, including income tax according to Palestinian law. If you are applying from a licensed operator, please provide us with the price including value-added tax . Attach a copy of the source deduction certificate (if available). If it is not available, the income tax amount will be deducted according to Palestinian law. Artistic presentation · Attach the company/institution profile and the work teams CV, highlighting previous experience and reflecting the availability of the mentioned conditions. · Methodology including sample size and selection, personal experience and timeframe for required tasks as per the terms of reference. · Attach previous samples of similar work in a similar context from previous studies/surveys. Bids will be evaluated according to the evaluation criteria followed by Miftah, which are as follows: Financial offer 30% and technical offer 70% distributed as follows: Profile/CV and previous experience 30% Understanding the general context of the survey 15 % Methodology, sample, timeframe, and previous models 25% Note that the evaluation of the financial offer is limited to the applicant obtaining a minimum of 75% in the technical offer.
