Tenders are invited for Development of a Mobile Application Stars of Hope Society (SHS) Palestine Scope of Work The selected firm or consultant will be responsible for delivering the following: · Full development of the App (Android; iOS) · Backend system and user roles management · Secure database and hosting setup · Accessibility, encryption, and protection protocols · Internal and external testing · Post-launch technical support For full technical specifications, please refer to section number 11 Technical specifications 4. Deliverables Key deliverables include, but are not limited to: · UX/UI prototypes · Cross-platform mobile application compatible with Android (mandatory) and iOS · Admin dashboard and backend system · Training manuals and documentation · Testing reports (internal + pilot phase) · Deployment package and handover protocols 5. Duration The estimated contract duration is 13 months, from November 2025 to November 2026 Eligible applicants must: · Be a legally registered IT company (in Palestine or abroad) · Demonstrate a minimum of 3 years of experience in mobile application development · Show prior work in accessible, rights-based, or social services-oriented apps · Be able to deliver Arabic language interface and content · Have a proven record of secure data handling and compliance with data protection standards 7. Submission Guidelines Interested providers must submit: · Technical Proposal, including: o Company profile and legal registration o Understanding of the assignment and proposed methodology o Work plan and timeline o Team composition and roles o Experience and relevant past projects · Financial Proposal, in Euro, including: o Breakdown of development, testing, training, support, and maintenance o All-inclusive pricing (net of VAT, if applicable) 8.
