Tenders are invited for Study on Local Agricultural Production vs. Government Procurement Needs for Policy Formulation OBJECTIVES The study aims to map and quantify local agricultural production by type and season, identify key government institutions involved in agricultural procurement, and estimate their annual demand. It will analyse gaps and inefficiencies between supply and demand and provide practical recommendations. Additionally, the study will propose coordination mechanisms between the government and the Unions as the main link between farmers and government institutions. SCOPE OF WORK The consultant will be responsible for the following key tasks: Data Collection and Field Research o Collect data on local agricultural production (vegetables, fruits, herbs, olive oil, etc.) in coordination with PFU, farmers associations, and cooperatives. o Gather information from government bodies (e.g., Ministries of Agriculture, Social Development, etc.) on their annual procurement needs. o map potential suppliers from agricultural cooperatives and individual farmers to determine available production capacity. Stakeholder Consultations o Coordinate with the National Joint Committee and attend its meetings. o Conduct interviews and focus groups with representatives from: Ministries of Agriculture, Finance, and National Economy Agricultural cooperatives and farmers associations Civil society and market experts Data Analysis and Gap Assessment o Compare local production with government procurement demand to identify surpluses and shortages. o Analyze constraints related to seasonality, logistics, pricing, and storage. Strategic Recommendations o Propose a national agricultural supply mechanism with clear coordination and quality control mechanisms.
