Tenders are invited for Constancy for Conducting Baseline Study for Reduction of Gender-Based Violence and Improvement of Mental Health of Indigenous Communities in Cambodia In collaboration with Johanniter and with financial support from the German Federal Ministry of Economic Cooperation and Development (BMZ), Women Peace Makers (WPM) and TPO Cambodia are undertaking a project titled: Reducing Gender-Based Violence and Improving the mental health of Indigenous community in Cambodia. The project timline is from 1 September 2025 30 April 2028 (32 months), implementing at 2 provinces in Stung Treng and Ratanakiri. According to the feasibility study, there is insufficient protection and empowerment for women and girls against gender-based violence in 27 indigenous target communities in Ratanakiri (OChum and Borkeo districts) and Stung Treng (Sesan and Siem Bouk districts). This includes the lack of effective mechanisms to protect their rights, promote gender equality and improve mental health through sustainable, community-led measures. There is no systematic assessment of GBV rates in these communities, although provincial data indicate 26% in Ratanakiri and 30% in Stung Treng, with the indigenous population accounting for 50% and 11% of the population, respectively. Baseline Purpose, Objectives and Use To ensure a robust understanding of the projects starting conditions, an external consultant or consulting firm with proven expertise in baseline assessments will be engaged. The consultant will lead the design and implementation of a comprehensive baseline study, utilizing high-quality primary databoth quantitative and qualitativecollected from the projects target areas through rigorous and context-appropriate methodologies. Specifically, the baseline study aims to: 1. Determine the current situation of target communities and people we work with in relation to the projects objectives and results indicators, providing quantitative and qualitative benchmarks for future comparison. 2. Validate and refine indicator definitions, data collection tools, and measurement approaches to ensure consistency and alignment with BMZs results-based management requirements. 3. Provide evidence-based insights to support adaptive project planning and implementation, particularly where contextual changes have occurred since the feasibility study. 4. Ensure comparability and integration of baseline data with ongoing project monitoring and midline/end-line evaluations for future impact assessment. The baseline report will be used to: 1. Establish benchmark values for all project indicators to enable results-based monitoring and future comparison during midline and endline evaluations. 2. Inform project planning and adaptive management by providing evidence on initial conditions and validating project assumptions. 3. Support donor reporting and accountability to BMZ through updated results matrix and indicator performance tracking table (IPTT). 4. Guiding strategic adjustments to intervention design and implementation, ensuring alignment with the actual context, community needs, and project objectives.
