Request for proposals for Strategic Advocacy Campaign for Mental Health in Palestinian Orphanages 3. Scope of Work: Campaign Strategy & Execution The selected vendor will be responsible for the end-to-end strategy, production, and execution of a 35-month digital campaign. All work will be conducted within the allocated project budget and adhere to a strict ethical framework. Phase Key Components Key Activities & Deliverables Phase 1: Strategic Foundation Audience Analysis - Segment and profile target audiences (Policymakers, Donors, Public) - Analyze media consumption habits and digital behaviors Messaging & Positioning - Build core messages in collaboration with GTC - Define key value propositions for promotion Integrated Campaign Plan - Develop a 35-month digital advocacy campaign roadmap - Outline timelines and platform-specific strategies Phase 2: Ethical Framework & Safeguarding Child Protection & Trauma-Informed Protocols Onboard mental health expert to develop child safety protocols covering trauma-informed interviews, production welfare, and ethical storytelling frameworks. Phase 3: Content Production Pre-Production - Concept development, scriptwriting, and storyboarding - Ethical story sourcing and speaker coordination Production & Editing - Editing of 5-7 podcast episodes (50-60 minutes each) - Editing of 10-17 short-form success videos (up to 3 minutes each) Phase 4: Distribution & Activation Multi-Platform Launch - Execute distribution across YouTube, Facebook, Instagram, TikTok, and GTCs website - Launch and manage the product marketing campaign 4. Project Timeline & Budget 4.1. Key Dates Event Date RFP Issue Date October 21, 2025 Proposal Submission Deadline October 31, 2025 Contract Award November 7, 2025 Project Start Date November 10, 2025 Final Delivery Deadline February 10, 2026 Budget · Vendors must provide a detailed, itemized cost breakdown covering: o Campaign Strategy & Planning o Content Production (Pre-production, Recording, Editing, Localization) o Social Media Management & Distribution o A contingency fund for logistical challenges 5. Proposal Submission Requirements All proposals must include the following components: · Company Profile: A one-page maximum overview of your organization, its mission, and relevant experience. · Relevant Experience: Demonstrable 2 years of experience in strategic advocacy campaigns, particularly in mental health, multimedia production, and social media management. Direct experience in the Palestinian context or with vulnerable groups is a significant advantage. · Sample Work: Links to relevant sample work (e.g., campaign case studies, audio/video productions, social media content). · Technical Proposal: Your proposed methodology, a detailed work plan, and a timeline for execution. · Financial Proposal: A transparent, itemized budget that aligns with the project scope and stated budget cap. · Team Composition: List of key personnel, their roles, and qualifications. The proposal must explicitly identify the team member with clinical psychology or deep mental health expertise and detail their role in guiding the ethical storytelling process. · Languages Offered: Proficiency in Arabic is non-negotiable for content creation and fieldwork. Proficiency in English is also required for reporting and coordination. 5.1.
