Tenders are invited for Consultant for EU Law and Policy Advocacy Closing Date: 4 Nov 2025 Type: Consultancy Terms of Reference Consultant for EU Law and Policy Advocacy Background The Center for Reproductive Rights (the Center) is a global human rights organisation working across the world to ensure the advancement of law and policy on reproductive rights for the dignity, equality, health, and well-being of every person. In Europe, the Center works in close collaboration with civil society organisations, lawyers, medical professionals, human rights defenders, and sexual and reproductive rights movements. We seek the adoption of laws and policies that advance and protect reproductive rights, safeguard against retrogression, and ensure governments adhere to human rights standards and clinical best practices. We also work to strengthen protections for reproductive rights through engagement and advocacy with the European Union institutions and at the Council of Europe. Purpose of the consultancy The Center is seeking a Brussels-based consultant to support its work at the European Union level. This consultancy will provide desk-based support and research, as well as other assistance, to advance the Centers activities at the EU level. The consultant will be supervised by the Centers Legal Advisor for Europe who is based in Brussels. Primary focus of the consultancy Monitoring of relevant EU institutions: Monitor and track relevant developments across the EU including the work of the European Parliament committees: FEMM, SANT, LIBE, DROI, AFET; written parliamentary questions; European Commission consultations and legislative proposals; Council Conclusions Follow relevant EP meetings FEMM, SANT, LIBE, DROI and AFET and share summary notes Track EP votes on relevant reports/resolutions and update voting record tools accordingly Stay abreast of EU related news and share timely updates Support legal and policy research and advocacy: Conduct research on EU law and policy Contribute to legal and policy analysis for EU advocacy Contribute to drafting written materials, including advocacy materials, talking points, submissions, and correspondence Contribute to the preparation of presentations Logistical and administrative support: Support organization of events, workshops and meetings Monitor relevant events and meetings and share summary notes Assist with tracking engagement with EU actors and maintaining up to date EU contact lists Other deliverables as assigned and to be agreed as part of the contract. Expected outputs Timely monitoring updates summarizing EP committee meetings, votes, and other relevant developments (frequency to be defined in consultation with the Center) Regular calls with the Centers EU team to align on priorities and ways of working Written outputs as agreed, including but not limited to: briefing materials, draft correspondence, talking points, advocacy materials, submissions Logistical support as agreed for event and meeting preparation Duration Initial contract for six months and approximately 25 hours per week for agreed deliverables. Flexibility to adjust time commitment as needed and possibility for future contracts for additional deliverables. Availability to handle urgent matters with flexibility and on short notice is also expected. Consultant profile Strong knowledge of the functioning of EU institutions and EU law and policymaking Excellent research and drafting skills in English Proactive, thorough and organized Ability to work independently and deliver high-quality outputs on time Working knowledge of at least another language (preferably French, Spanish, German) a plus Knowledge of human rights law and standards and sexual and reproductive rights and health issues in Europe a plus Location and Working Hours This is a Brussels-based consultancy. The Centers Europe Office is based in Geneva, Switzerland, and we require a consultant who can align their working hours to Central European Time (CET).
