Expression of Interest for Consultancy to Carry out Environmental and Social Safeguards Performance Audit (Espa) Date Added: October 22, 2025 Deadline: 04/11/2025 Category: Consultancy The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme (IBSDLEIP), and intends to apply part of the proceeds for this loan to facilitate payments for a consultancy firm with demonstrable relevant experience to carry out consultancy for the independent Environmental and Social (E&S) Performance Audit of the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme (IBSDLEIP) in the five (5) participating states of Adamawa, Bauchi, Borno, Gombe and Taraba in the North-East of Nigeria. The objective of the Environmental and Social Compliance Audit is to assess the level of compliance of the IBSDLEI Programme with the applicable E&S requirements, focusing specifically on the assessment of the extent of compliance with the financial agreements provisions, including national legislations, regulations and procedures, the Banks environmental and social requirements and international industrial best practices (IIBP) of the projects sector. The audit which will include reviews, stakeholder engagements and visits to the five (5) participating states of Adamawa, Bauchi, Borno, Gombe and Taraba in the North-East of Nigeria will identify non-compliance, good practices, and deficiencies, and recommend corrective actions. The NERSP PMC Cell of the NEDC now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
