Tenders are invited for Recruitment of a Consultant (Ngo) to Implement the Action Plan for the Resettlement of Populations Affected by the Approved Project in Kananga Consultant (Ngo) to Implement the Pap Rap for Aep Works Kananga. The project aims to scale up access to renewable electricity, drinking water, and sanitation in targeted cities within World Bank intervention areas, while improving the governance and performance of public services and strengthening the capacity of public institutions. The AGREE project aims to expand electricity and drinking water services in more than 15 cities located in the following 11 provinces: Kinshasa (city of Kinshasa), Kwilu (cities of Kikwit and Bandundu), Kasai (city of Tshikapa), Kasai Central (city of Kananga), Kasai Oriental (city of Mbuji-Mayi), Lomami (cities of Mwene-Ditu and Kabinda), South Kivu (city of Bukavu), Kongo-Central (city of Boma), North Kivu (cities of Goma, Butembo, and Beni), Ituri (city of Bunia), and North Ubangi (city of Gbadolite). 1.2 Project Components The AGREE Project comprises the following five components, the activities of which will be implemented by the implementing agencies indicated for each component, with UCM and CEP-O acting as the projects fiduciary agencies, and UCM also ensuring overall project coordination: - Component 1: Governance and Performance of Electricity and Water Services (This component is coordinated by UCM): Sub-component 1.1: Improving SNEL Governance; Sub-component 1.2: Improving SNELs Commercial Performance; Sub-component 1.3: Governance, Decentralization, and Performance of the Water Sector. - Component 2: Institutional Strengthening and Development Support (This component is coordinated by UCM): Sub-component 2.1: Technical Assistance to Provincial Governments; Sub-component 2.2: Technical assistance to central sector agencies; Sub-component 2.3: Support for the Development of Planning and Investments; Sub-component 2.4: Support for project implementation. Sub-component 2.5: Support to ADPI-RDC Sub-component 2.6: Logistical support to the DRC for the preparation of the Ruzizi III Regional Hydroelectric Project - Component 3: Development of Private Sector-Based Access (This component is coordinated by the UCM): Sub-component 3.1: Downstream electrification of two provincial capitals (Kananga and Mbuji-Mayi); Sub-component 3.2: Financial support for upstream electrification by private operators in the electricity sector; Sub-component 3.3: AFD Technical Assistance for the Electrification of Kabinda - Component 4: Expansion of Access to Electricity and Water by the Public Sector with Private Involvement: (This component is coordinated by the UCM and CEP-O, the latter of which is involved in component 4.2) Sub-component 4.1: Rehabilitation of certain areas of the SNEL distribution network (Kinshasa and Gbadolite); Sub-component 4.2: Rehabilitation and Expansion of Water Supply in Selected Cities (Kananga, Butembo, and Beni, as well as access to sanitation services in Bukavu and potentially in Goma); Sub-component 4.3: Human Capital Development in Selected Cities. - Component 5: Contingent Emergency Response (both UCM and CEP-O agencies operate concurrently).
