Expression of Interest for Consultancy Services for the Engagement of Sapz External Financial Auditor for the Fiscal Years of 2025, 2026 and 2027 The Government of Mozambique (GoM), represented by the Ministry of Economy, through its implementing agency the Investment and Export Promotion Agency (APIEX, IP), received financing from the African Development Bank, towards the cost of Special Agro-industrial Processing Zone (SAPZ) of the Pemba-Lichinga Integrated Development Corridor (Phase I) and intends to apply part of the agreed amount for this grant to payments the contract for the Consultancy Services for the engagement of SAPZ External Financial Auditor for the Fiscal Years of 2025, 2026 and up to September 2027. 2. The assignment shall be performed in three separated phases: i. Phase I - SAPZ External Financial Audit for the Fiscal Years of 2025, to be performed during the first quarter of 2026. ii. Phase II - SAPZ External Financial Audit for the Fiscal Years of 2026, to be performed during the first quarter of 2027. iii. Phase III - SAPZ External Financial Audit for the Fiscal Years of 2027 (with the last disbursement expected in September 2027, as indicated in the Appraisal Report), to be conducted during the fourth quarter of 2027. 3. The duration of the assignment is 24 months. 4. Eligibility criteria, establishment of the short-list, and the selection procedure shall be in accordance with the African Development Banks Procurement Framework for Bank Group Funded Operations dated October 2015, which is available on the Banks website http://www.afdb.org . 5. A Consultant will be selected in accordance with the (LCS) Least-Cost-Selection Method set out in the Procurement Policy. 6.
