General Procurement Notice for Procurement of goods, works and the acquisition of consultancy services for the Mano River Union Road Development & Transport Facilitation Programme Mano River Union Road Development & Transport Facilitation Programme Mano River Union Road Development and Transport Facilitation Programme Phase IV (Paving of John Davis Town to Zwedru City (48.5km). The primary objective is the development of road infrastructure between the Mano River Union Countries and by extension the Trans African Highway corridor. The programme will further boost trade, reduce vehicle operating costs and reduce travel distance within the subregion. 2. The four (4) components to be implemented by the programme are as follow: Component 1 Climate Resilient Upgrading of Roads (UA 58.9 million): This component aims to expand and improve the two road segments to asphaltic concrete. (i) Sub-component 1.1: Road Civil Works Climate resilient upgrading of the road section in Sierra Leone (39km) and Liberia (48.5km). (ii)Sub-component 1.2: Control and Monitoring of works, civil works, construction supervision, and monitoring. (iii)Sub-component 1.3: ESMP and Resettlement Action implementation environmental mitigation measures in the 2 countries and implementation of the resettlement action plan. (iiii) Sub-component 1.4: Awareness Raising on HIV/AIDS, Ebola, COVID-19, road safety, social cohesion, and gender-based violence in the 2 countries. Development of awareness campaigns for HIV/AIDS, Ebola, COVID-19, road safety, social cohesion, gender-based violence, climate risks, and road safety measures in extreme weather events. Component 2 Climate Resilient Transport and Trade Facilitation: (UA 1.32 million): This component will support i) climate resilient rehabilitation of two border customs posts, one for each (Liberia and Sierra Leone); (ii) Support the Interconnected IT systems for trade; (iii) provide capacity building with training of customs officials on the use SIGMAT; (iv) support the MRU Secretariat for implementation of the regional component of the programme; and (v) Inter-agency coordination platform, sensitisation, and training of customs officials. 5 6 Component 3. Project Coordination and Management Component 3 Integrated and Institutional Support Measures (UA 4.0 million): This component will support institutional reforms initiatives and capacity building to sector engineers, such as professional training and the development of climate resilient roads standards and toll policy to guide future investment in the sector. It will also fund the feasibility design of climate-resilient road corridors for the development of future pipeline projects. This component will also provide assistance to women and youth organizations to support livelihood activities like vegetable production and Village Saving and Loan Association (VSLA) to strengthen social cohesion. Component 4 Programme Management (UA 5.18 million): This component, which aims at strengthening the capacity of Executing Agencies and monitoring the implementation of components 1, 2, and 3, includes i) acquisition of consultants, including communication and visibility; and ii) support the PIU for programme execution using? in-kind contributions from the two Governments.
