The Subject Of The Order Is The Expansion Of The Hospital It System In Order To Improve Cybersecurity, Expand Functionality And Increase The Use Of Ai-Based Services. 2. The Subject Of The Order Is Described In Detail In Annex 2 To The Swz. 3. The Ordering Party Does Not Allow The Submission Of Partial Offers. Reason For Not Dividing The Contract Into Lots: The Subject Matter Of The Contract Is Of A Uniform Nature, And Dividing The Contract Into Parts Would Cause Excessive Organizational And Technical Difficulties And Additional Costs Of Contract Execution, As Well As The Need To Coordinate The Activities Of Various Contractors Implementing The Contract. The Order Is Divided Into Stages, But Must Be Treated As One Whole Due To The Need To Maintain The Continuity Of The His System Modification Process, Which Is The Subject Of The Order. The Subject Of The Order Is The Expansion Of The Hospital It System (His - Hospital Information System) In Order To Improve Cybersecurity, Expand Functionality And Increase The Use Of Ai-Based Services, Which Is A Critical Element Of The Infrastructure Of A Healthcare Facility. The Expansion Of The System Must Be Closely Related To The Existing Modules And Structure Of The His System, Including The Oracle Database Owned By The Ordering Party, The Ris/Pacs System, Lis And Other His Eskulap Components. The Use Of Different Contractors For Individual Parts Could Lead To Problems With Compatibility, Data Consistency And Difficulties In Integrating New Components With The Existing It Environment. Entrusting The Entire Order To One Contractor Ensures Clear Responsibility For The Correct Operation Of The System After Expansion And For The Security Of Processed Data, Including Sensitive Data Of A Special Category Protected Under The Provisions Of The Gdpr And The Personal Data Protection Act. Moreover, Dividing Responsibility Among Several Contractors Could Complicate The Risk Management Process And Make It Difficult To Pursue Possible Warranty Claims. The Hospital Information System (His) Must Operate Continuously 24/7. Coordination Of Multiple Contractors Could Increase The Risk Of Integration Errors, Downtime Or Even Temporary Unavailability Of The System, Which Would Have A Direct Impact On Patient Safety And The Ability To Provide Medical Services. To Sum Up, Due To The Close Functional And Technological Connections, There Is No Justified Possibility Of Dividing The Order Into Independent Parts Effectively And Safely.
