Tenders are invited for Video Game Development ABOUT ABAAD ABAAD Resource Center for Gender Equality is a UN ECOSOC-accredited organization that aims to achieve gender equality as an essential condition for sustainable social and economic development in the MENA region. ABAAD promotes gender justice through a rights-based approach and works to end gender-based violence (GBV) by providing holistic protection and support services for women and girls, engaging men in positive masculinity, and building institutional and community capacities to advance gender equality and protection. Walking Towards Safety: Fostering Child Protection & Mitigating Child Sexual Abuse in Lebanon Development of an Interactive Educational Video Game on Child Protection 1. Background ABAAD Resource Center for Gender Equality is launching an innovative initiative to develop an age-appropriate, interactive educational video game on child protection (CP). Given the sensitive and often stigmatized nature of CP issues, the game will provide a safe, engaging, and educational platform for children and adolescents to learn about: Child protection and personal safety How and where to seek help when needed This video game is envisioned as both an entertaining and pedagogical tool. It will use narrative-driven gameplay, interactive challenges, and contextually relevant scenarios to foster critical thinking, awareness, and positive behavioral change. 2. Objective of the Tender ABAAD is inviting qualified companies to submit proposals for the design, development, piloting, and deployment of the video game, ensuring that it is: High-quality and cost-effective Culturally and contextually relevant to Lebanon and the MENA region Secure and sustainable, with potential for future scalability Developed with strong collaboration with academic, child protection, and private sector partners 3. Target Group(s) The video game will primarily target: Children and adolescents, who will directly engage with the game to learn about Child protection (from sexual abuse particularly) and personal safety. Secondary beneficiaries include educators, caregivers, and community facilitators, who will use the game as a tool for awareness and dialogue. 4. Responsibilities The selected company will be responsible for: Game Development Determine the games platform (mobile, desktop, or web-based; Android/iOS compatibility). Document functional and non-functional requirements in consultation with ABAAD and academic/technical partners. Design and develop game architecture, storyline, and interactive features. Identify and onboard game developers, illustrators, and graphic designers for character and environment design. Define roles, responsibilities, and timelines for each contributor in the development process. Create a minimum viable version (alpha) of the video game. Conduct internal quality assurance tests for bugs, logic, and educational alignment. Revise and adjust based on feedback from ABAAD, academic institutions, and technical partners. Testing and Validation Pilot test the game with children from the target age groups. Collect structured feedback on usability, engagement, learning outcomes, and clarity. Incorporate adjustments based on pilot findings. Finalization and Deployment Finalize the games official version. Develop a user guide for children, educators, and facilitators. Prepare an implementation toolkit for partner institutions (schools, youth clubs, community centers). Provide basic training sessions for ABAAD staff and implementing partners on deployment and use. Outline approaches to data protection and security standards for future phases, ensuring responsible safeguarding of users. 5. Deliverables Game design document (requirements and concept) Roles and responsibilities matrix with timeline allocation Minimum viable product (alpha version) Pilot testing report with recommendations Finalized version of the game User guide and implementation toolkit Training sessions delivered to partner staff 6. Duration The consultancy period will run from November 2025 until May 2026 (6 months). 7. Eligibility & Qualifications Interested companies must demonstrate: Proven track record in game development (portfolio of at least 3 similar projects). Experience in educational, child-friendly, or serious games is highly desirable. Capacity to provide graphic design, animation, and illustration services. Ability to integrate pedagogical content in collaboration with academic and child protection experts. Strong quality assurance and testing methodologies. Approaches to ensure value for money, sustainability, and data protection/security. Capacity to deliver within the proposed timeline and budget. How to apply Proposals must include: Company profile (history, structure, relevant experience). Portfolio of relevant projects (with links or demos). Proposed methodology and technical approach, including sustainability and data protection considerations. Detailed work plan and timeline, including roles and responsibilities for each contributor. Team composition and CVs of key staff. Detailed financial proposal (itemized budget in USD, including taxes). At least two references from previous clients.
