Tenders are invited for Consultant - Child Protection Expert. ABAAD Resource Center for Gender Equality is a UN ECOSOC-accredited organization that aims to achieve gender equality as an essential condition for sustainable social and economic development in the MENA region. ABAAD promotes gender justice through a rights-based approach and works to end gender-based violence (GBV) by providing holistic protection and support services for women and girls, engaging men in positive masculinity, and building institutional and community capacities to advance gender equality and protection. Child Protection Expert Walking Towards Safety: Fostering Child Protection & Mitigating Child Sexual Abuse in Lebanon 1. Background ABAAD Resource Center for Gender Equality is implementing Walking Towards Safety: Fostering Child Protection & Mitigating Child Sexual Abuse in Lebanon. The project seeks to address urgent gaps in child protection through research, capacity strengthening, innovative tools, advocacy, and awareness-raising. Given the sensitive nature of child protection (CP) issues, ABAAD seeks to engage a Child Protection Expert who will provide overall technical oversight and guidance across all project components, ensuring compliance with international CP standards, survivor-centered approaches, and safeguarding principles. 2. Objectives of the Assignment The Child Protection Expert will: Provide technical expertise and oversight to ensure that all project outputs are child-sensitive, culturally relevant, and evidence-based. Guide the design and validation of curricula, training materials, advocacy campaigns, and innovative tools (including an educational video game). Ensure the integration of survivor-centered, rights-based, and safeguarding approaches throughout the project. 3. Scope of Work & Responsibilities Evidence-Based Data Generation Guide the design and validation of the CP/GBV intersection research methodology. Ensure data collection and analysis are child-sensitive and ethical. Review and validate the research study on Child Protection from Sexual Abuse and 5 sectoral policy briefs Capacity Strengthening Specialized Curriculum Oversee the development of a specialized CP curriculum for practitioners working with children on protection from sexual abuse. Ensure ToT training modules are context-specific and evidence-based. Validate training content to reflect survivor-centered and child-sensitive practices. Capacity Strengthening Puppetry Curriculum Review and validate puppetry-based CP curriculum to ensure age-appropriate and safe communication. Provide guidance on CP themes to integrate into puppetry scenarios. Oversee facilitator training to ensure child-friendly and participatory approaches. Interactive Educational Video Game Ensure CP themes (safety, healthy relationships, personal protection) are accurately integrated into storylines and gameplay. Review content for developmental appropriateness and safeguarding standards. Advise on ethical and data protection considerations. Ensure collaboration between developers, academic partners, and CP practitioners maintains child rights principles. Advocacy Law 422 Reform Campaign Provide technical input into campaign messaging to ensure it is child rightsbased and evidence-driven. Review and adapt advocacy materials to avoid stigmatization and promote child-centered approaches. Awareness & Advocacy National Video Competition Review and adapt competition guidelines to ensure CP themes are represented accurately and safely. Screen and validate winning video entries before dissemination. Provide guidance on framing CP issues for public awareness campaigns. 4. Deliverables Technical inputs into the research design, report, and policy briefs. Reviewed and validated CP curriculum, ToT modules, and puppetry training guides. Oversight on integration of CP content in the educational video game. Reviewed and validated advocacy campaign materials (Law 422). Technical approval of national video competition guidelines and outputs. Ongoing technical advisory notes and feedback throughout project implementation. 5. Duration The consultancy will run from November 2025 August 2026 (10 months, aligned with the project cycle). 6. Qualifications Advanced degree in Child Protection, Social Work, Psychology, Education, or any related field. Minimum 710 years of experience in child protection, including research, training, advocacy, and policy work. Strong expertise in Gender Based Violence CP intersections and survivor-centered approaches. Experience in curriculum design, participatory methodologies, and capacity strengthening. Familiarity with PSEA investigations and child-sensitive interviewing techniques. Knowledge of digital learning and innovative CP tools is a strong asset. Demonstrated ability to work with multiple stakeholders (government, UN, CSOs, academic institutions). Excellent analytical, communication, and facilitation skills.
