Background and Context Greenpeace Middle East and North Africa (MENA) is exploring the possibility of becoming a regrantor organization to strengthen and scale the impact of local climate NGOs, grassroots movements, and frontline communities across the region. The MENA region faces disproportionate climate impacts, with local actors often lacking access to direct, flexible, and sustained funding. By establishing a regranting mechanism, Greenpeace MENA aims to: Provide resources and capacity support to grassroots climate justice actors. Strengthen civil societys ability to address climate challenges. Ensure more equitable and inclusive access to climate philanthropy in the region. To achieve this, Greenpeace MENA seeks to engage an experienced consultant to conduct a feasibility study and design a comprehensive regranting mechanism and strategy. 2. Objectives of the Consultancy The main objectives of this consultancy are to: Assess the feasibility of Greenpeace MENA acting as a regrantor organization. Map the global ecosystem of potential partners, grantees, and funders. Propose an operational and governance model for regranting. Identify legal, financial, and administrative requirements. Develop a partnership and outreach strategy. Recommend Greenpeace MENAs market positioning and strategic approach as a regrantor. 3. Scope of Work The consultant will be expected to carry out the following tasks: Ecosystem Analysis and Mapping Map potential global partners, grantees, and stakeholders across the MENA region. Identify existing regranting mechanisms and draw lessons learned. Assess demand, needs, and gaps in current funding flows for climate justice actors. Feasibility and Structural Analysis Review Greenpeace MENAs internal capacity, policies, and readiness. Propose models for regranting (e.g., small grants, strategic grants, pooled funds). Identify governance, accountability, and risk management considerations. Legal, Financial, and Administrative Requirements Outline legal frameworks governing regranting in the Netherlands (foundation base) and in priority MENA countries. Recommend financial management and compliance mechanisms. Propose staffing, systems, and administrative structures needed. Partnership and Outreach Strategy Recommend approaches for engaging funders, intermediaries, and grassroots partners. Suggest partnership modalities (co-granting, consortia, donor alignment). Develop a communications and visibility strategy. Market Positioning and Strategy Assess Greenpeace MENAs niche and added value as a regrantor. Propose positioning strategy vis-à-vis other funders/intermediaries. Recommend how Greenpeace MENA can ensure credibility, equity, and impact. 4. Deliverables The consultant will deliver: Inception Report (work plan, methodology, timeline) within 2 weeks of contract start. Ecosystem Mapping Report (stakeholder and funding landscape analysis). Feasibility and Options Paper (regranting models, risks, and opportunities). Draft Regranting Mechanism Proposal (structure, governance, financial/administrative model, partnership strategy, positioning). Final Comprehensive Report incorporating Greenpeace MENAs feedback, including: Full regranting structure and operational model. Legal, financial, and administrative roadmap. Partnership and outreach strategy. Market positioning recommendations. 5. Duration and Timeline Total duration: 34 months (maximum 60 working days). 6. Consultant Qualifications and Profile The consultant (individual or team) should meet the following criteria: At least 10 years of experience in grantmaking, regranting, or philanthropic fund management. Demonstrated expertise in climate justice, environmental funding, or international development. Strong understanding of the MENA regions civil society landscape. Proven track record of conducting feasibility studies and organizational assessments. Familiarity with legal and financial compliance frameworks for NGOs and foundations. Excellent analytical, writing, and communication skills in English (Arabic/French is an asset). 7. Reporting and Oversight The consultant will report directly to the Fundraising Director of Greenpeace MENA, with oversight from the Executive Director and Senior Management Team. Regular check-ins (bi-weekly) will be conducted to review progress. Draft outputs will be reviewed by Greenpeace MENA, with feedback provided for finalization. 8.
