Tenders are invited for Consultancy for the Development of Anti-Fraud & corruption prevention and Assets Management Policies for the Syrian Arab Red Crescent. Closing Date: 30 Oct 2025 Type: Consultancy Background The Norwegian Red Cross (NoRC) is one of 192 Red Cross and Red Crescent (RCRC) national societies across the globe and has been part of the RCRC Movement since 1865. NoRC operates through a network of Branches in Norway and Internationally, with the HQ based in Oslo. As a humanitarian organization whose work is driven by a desire to help others we are committed to, and bound by, the fundamental principles of the International Red Cross and Red Crescent Movement and acts as the guardian of the Geneva Conventions. Our mission is to protect life and health without discrimination or to improve health and protection of the most vulnerable people in conflict and crises, and climate change. NoRC is seeking for consultancy services for the development of Anti-Fraud & corruption prevention, and Assets Management Policies for the Syrian Arab Red Crescent. SARC has a headquarters in Damascus and fourteen branches in the fourteen governorates of Syria, in addition to 75 sub-branches. As part of the organizational development of SARC supported by Norwegian Red Cross, arises the need to review and develop SARCs Anti-Fraud and Corruption Prevention Policy and Fixed Assets Management Policy to be aligned with international best practices, donor compliance requirements, and Movement standards, as well as the dissemination among relevant organizational levels. Purpose of the Consultancy The primary objective of this consultancy is to review, design and develop SARCs Anti-Fraud & Corruption Prevention Policy and Assets Management Policy. These policies will strengthen SARCs ability and commitment to integrity, transparency and accountability in its operations and programs. The policies should reflect the internal context of SARC as well as the international practices and practices known and used. Eligibility requirement It is not permitted that invited tenderers appear in more than one proposal related to each Topic: Annex 1 A - Anti-Fraud & Corruption Prevention Policy Annex 1 B - Fixed Assets Management Policy Deliverables: Establishing clear and scientific definitions of Fraud, Corruption, Bribery and abuse of power. Identify best and most efficient preventive measures, detection mechanisms and responses protocols. Promote compliance culture with national and international laws, requirements and standards. Streamline reporting mechanisms and procedures including raising of any potential fraudulent act of misconduct. Establish a whistleblowing mechanism by identifying the reporting lines as well the roles and responsibilities of management, staff & volunteers. Develop a standardized policy and procedures manual/policy for fixed assets management. Define clearly the roles and responsibilities for assets management and oversight. Integration of assets management policies and mechanisms within existing financial and logistics systems. Providing tools and templates for assets management, registering, tracking and reporting. Essential Qualifications: Proven experience in developing policies and procedures for RCRC movement or non-profit organizations (anti-fraud policies and procedures and fixed assets policies for non-profit organizations are an advantage) Experience in assets management incorporated within ERP systems is an asset. Knowledge of developing policies according to international donor compliance standards (ex: IFRC, ICRC, EU, ... etc) Strong understanding of assessments and internal control frameworks. Excellent knowledge of relevant regulatory frameworks. Strong analytical and writing skills. Experience in conducting training courses and capacity buildings. Familiarity with the humanitarian sector is an asset. Bidders are expected to show evidence and experience in these kinds of assignments. In addition, the bidders are expected to submit their proposals in English. One Bidder can only send one offer for each ToR.
