General Procurement Notice for Rehabilitation and Construction of Roads and Bridges, including a Bridge and Bypass in the Town of Mocuba, as Well as Address Deferred Maintenance Construction of Roads and Bridges, including a Bridge and Bypass GENERAL PROCUREMENT NOTICE (2024-GPN-07) The Millennium Challenge Corporation (MCC) and the Government of Mozambique (the Government) have entered into a Millennium Challenge Compact for Millennium Challenge Account to help facilitate poverty reduction through economic growth in Mozambique on September 21, 2023 (the Compact) in the amount of US$ 500 million (MCC Funding). This Compact includes the following projects: The Connectivity and Rural Transport Project (CTR) aims to reduce the cost of transport and enhance the quality and resilience of the road network through the rehabilitation and construction of roads and bridges, including a bridge and bypass in the town of Mocuba, as well as address deferred maintenance. The Promoting Reform and Investment in Agriculture Project (PRIA) will increase agricultural investments, the productivity and incomes of smallholder farmers, and other value chain actors, as well as improve the investment climate through fiscal reform. The Coastal Livelihoods and Resilience Project (CLR) seeks to address the degradation of coastal ecosystems, including the overexploitation of fisheries, by increasing ecosystem productivity and improved livelihoods of coastal communities. In furtherance of this development process, during the next three months starting from October 2025 to December 2025, the Millennium Challenge Account-Moçambique (MCA-M), supported by MCC, plans to begin procedures to procure the goods and services as presented in the attached Full GPN. All Contracts for Goods, Works and Services will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines which can be found at the MCCs website. Procurements are open to all bidders from all eligible countries as defined in the MCC Program Procurement Guidelines.
