With This Market Survey, Customs Is Surveying Potential Bidders In Relation To The Procurement Of A Train Identification Solution To Be Built Near The Railway Network. The Procurement Includes A Data Collection System, Not A Complete Train Identification Software. The Procured Solution Will Be In Use 24 Hours A Day, Every Day Of The Year Outdoors In Finland, And The Solution Is Expected To Work In Accordance With The Requirements In Finnish Weather Conditions All Year Round. The Solution Must Include All The Camera Equipment, Sensors Or Similar, Lights And Other Possible Detectors Or Equipment That The Solution Needs To Function In Accordance With The Requirements. The Solution Package Must Cover A Ready-To-Use Solution With Integrations Into The Host System, Training, Further Development, Service And Maintenance Throughout The Life Cycle Of The Solution, As Well As Expert Service. The Object Of Procurement Is A New Train Detection Solution. Tullin Is Responsible For Preparing The Installation Site (Foundations, Cabling). It Is The Responsibility Of The Supplier Selected Through The Tender To Install The Solution In Place And Deliver The Solution Package To All Announced Locations On A Turnkey Basis, Installed Ready For Use. The Supplier Is Responsible For Working With The Railway Authorities And Obtaining The Permits Required For Installation. The Procurement Will Include Four Delivery Projects. The Delivery Projects Must Start Immediately After The Start Of The Contract Period And The Delivery Projects Must Be Completed With Approval And The Invoicing Must Be Completed No Later Than December 2027. Customs Asks Interested Bidders To Respond To This Request For Information By 31 October 2025. Answers Should Be Sent To The Address [email protected]. It Is Hoped That The Content Of The Answer Will Be Sent In Finnish, But Materials In English Can Also Be Taken Into Account During The Market Mapping Phase. Finnish Will Be The Language Of Business During The Planned Bidding And Contract Period. If Possible, Customs May Also Organize Market Dialogues Between Potential Bidders During The Current Autumn, But Customs Does Not Undertake To Organize Market Dialogues. Preliminary Procurement Schedule: Start Of Bidding 12/2025 - 1/2026 - Entry Into Force Of The Contract 7-8/2026. Customs Does Not Commit To A Schedule Estimate. It Is Hoped That The Answer Sent By The Tenderer Will Contain At Least: - A Description Of The Offered Solution And Its Operating Principles - The Tenderers Previous Experience In Delivering Train Identification Solutions (At Least The Number Of Reference Objects And Information On Whether The Reference Customer Is A Public Operator) - The Tenderers Turnover - Available Maintenance And Support Services Customs Pays Compensation To Bidders Participating In The Market Survey.
