The Government of Mozambique, represented by the Ministry of Public Works, Housing and Water Resources (MOPHRH) has received funding from the World Bank for the Northern Mozambique Urban Development Project (PDUNM) whose strategic objective is to "improve access to infrastructure and living conditions in selected cities in the Northern region of Mozambique. 2. This activity is an integral part of component 4 being implemented by the Housing Development Fund, FP (FFH, FP), so it is intended to apply part of the funds to the hiring of a Procurement Specialist for the implementation unit. 3. This Specialist will be responsible for leading all procurement processes in the Procurement Plan in the World Banks Procurement Tracking System (STEP) in an efficient, integral, and transparent manner, as well as planning, implementing, and monitoring all competitions, including preparing requests for expressions of interest and proposals, receiving the bidding documents, supporting the evaluation committees, preparing reports for each stage, approval, coordinating contract negotiations, submitting contract documents to the Administrative Court for oversight, and collaborating with the independent financial and procurement audit; 4. The criteria for evaluating expressions of interest are: (i) Bachelors degree in economics, administration; engineering, architecture, law, public administration, or related fields; (ii) At least five (5) years of experience in the area of public sector procurement in Mozambique and with in-depth knowledge of the Government Procurement Regulation; (iii) At least ten (10) years of experience in the area of procurement in projects financed by the World Bank and/or Multilateral partners; (iv) Proven experience in contracting and managing small and large-scale construction contracts; (v) Fluent in Portuguese and English. 6.1 Interested candidates with the required profile should submit their application proposals, which should consist of the following documents: Application Letter, CV (maximum 5 pages), copies of diplomas or certificates of academic qualifications, and at least 3 references.
