Tenders are invited for Review and Update the National Action Plan to Eliminate the Worst Forms of Child Labor in Lebanon. Deadline: Sunday, 02. Nov 2025 Scope of work of the consultancy: Conduct comprehensive desk review of the existing NAP, relevant decrees, national legislation, and policies, and the existing and recent studies, data, and reports, including national assessments, researches, and studies. Provide an updated situation analysis of the current child labour trends across all groups and how these are shaped by Lebanons socio-economic crisis; Evaluate the implementation of the 20132016 NAP, including achievements, bottlenecks, shortcomings, and lessons learned, as well as the extent to which credible budget allocations and public spending accompanied the plan; Identify gaps, challenges, and reasons for non-achievement; analyze how well the 20132016 NAP was implemented, identify key achievements, bottlenecks, shortcomings and lessons learned. The evaluation should also address the financial aspects of the plan by assessing the NAP level of funding, to which extent the NAP was accompanied by credible budget allocations including public spending on child labour. Evaluate and provide technical support to the National Steering Committee and recommend reforms to strengthen its governance and coordination role; Evaluate the engagement of relevant ministries, government entities, workers/employers organizations, civil society and local communities in implementation; Ensure alignment with global frameworks including SDG 8.7, ILO conventions, and the Durban Call to Action; Propose reforms to strengthen the legal and policy environment, including raising the minimum working age in line with compulsory education, strengthening inspection and enforcement, and harmonizing definitions of child labour and hazardous work; Recommend new or missing child labour interventions, based on mapping of existing initiatives and gaps; Strengthen monitoring and evaluation systems with clear indicators, baselines, and results frameworks. Carry out a situation analysis to capture emerging child labour trends across all communities, assessing the impact of the current crisis on child labour dynamics and the adequacy of existing policy responses. As part of the revision exercise, conduct an evaluation of the 2016 NAP: Evaluate achievements against targets and indicators. - Evaluate the involvement of relevant ministries, government entities, workers/employers organizations, civil society actors, and communities in NAP implementation, and identify ways to enhance their engagement in the revised NAP. Organizing focus group discussions with children, caregivers of working children, employers, Shawish, case workers across the country Facilitate inclusive consultations with the CL National Steering Committee and key stakeholders to identify the needs and priorities including governmental entities, I/NGOs UN agencies donors, etc., Labour inspectors, etc.(Consultations with key stakeholders including in-depth interviews with individuals/institutions with strong knowledge on child Labour (government officials, humanitarian workers, program and projects managers and coordinators, donors, employers and workers organizations, local authorities, law enforcement authorities etc.)- Organizing focus group discussions with children, caregivers of working children, employers, Shawish, case workers across the country- Assess whether the 2013 objectives and planned interventions still address the main child labour drivers. - Review institutional arrangements, budgets, and enforcement capacity. Draft and finalize the 2026-2028 NAP (to be confirmed) by revising the strategic priorities, updating the results framework and actional plan, ensure the integration of cross-cutting themes (protection, gender, inclusion, PSEA), and aligning the plan with global frameworks including SDG 8.7 and the Durban Call to Action. Suggest recommendations for strengthening governance and accountability mechanisms.: - Develop an operational plan (results framework) with annual work plans, budgets, and responsible agencies. - Update the monitoring and evaluation framework (indicators, baselines, data systems)- Develop a resource mobilization strategy The consultant will attend all NAP taskforce meetings and well as steering committee meetings. Update and further develop the two annexes relating to Displaced Syrian Children and the annex on communications and awareness (providing additional resources for updating the annexes, organizing preparatory and validation workshops, facilitating broad consultations with constituents, and supporting the publication and launch of the revised NAP) The consultant will develop following key consultation a Resource Mobilization Strategy: Identify funding needs and potential funding sources. Co- Facilitate the validation workshop with the National Steering Committee and partners, to incorporate the feedback of the committee in the final draft. Finalize and submit a revised draft for the National Action Plan to Eliminate the WFCL in Lebanon, with a summary brief.
