Tenders are invited for Public-Private Partnership Investment in Five Domestic Airports including James Spriggs Payne Airport James Spriggs Payne Airport (JSPA), Monrovia Harper Airport, Maryland County Greenville Airport, Sinoe County Zwedru Airport, Grand Gedeh County Voinjama Airport (Tenebu Field), Lofa County The selected bidder shall finance, design, rehabilitate, construct, equip, and manage the following components: A. James Spriggs Payne Airport (JSPA): 1. Rehabilitation of the runway, including turning pads at both ends per ICAO standards. 2. Concrete rehabilitation of the tarmac, compliant with ICAO specifications. 3. Runway and tarmac markings, in accordance with ICAO standards. 4. Procurement and installation of Air Traffic Control Tower equipment. 5. Procurement and repair of Fire & Safety equipment, including firefighting and rescue apparatus. 6. Modification of the existing terminal building, to meet regional travel and security requirements. 7. Procurement of aviation security and operational equipment, including baggage scanners, CCTV systems, and communications. 8. Completion of perimeter fencing and installation of signage, both airside and landside. B. Harper, Greenville, Zwedru, and Voinjama Airports: 1. Pavement of runways and ramps at all four airports. 2. Construction of a new terminal at Harper Airport. 3. Rehabilitation of existing terminals at Greenville, Zwedru, and Voinjama Airports. 4.
