Request for proposals for Senior Global Health Security (GHS) and HIV Advisor Solicitation Title: Senior Global Health Security (GHS) and HIV Advisor Tajikistan Solicitation Number: FY26-RFP2025-10-15-001 Submit Proposal to: Nargiza Dauranova NDauranova@fhi360.org Date of Issue of RFP: Wednesday 15 October 2025 Date Proposal Due: Monday, 20 October 2025 by 17:00 Approximate Timeframe Consultant Agreement Issued to Successful Candidate(s): Early November 2025 Method of Submittal: Respond via e-mail with attached document in MS Word / pdf format. Pricing should be provided in Excel format unless otherwise specified. Quote Validity: The Consultant agrees to hold the prices in its offer firm for 365 days from the date specified for the receipt of offers unless another time is specified in the addendum of the RFP. Scope of Work Program and Technical Support (GHS and HIV): Serve as a key technical resource to the Ministry of Health and other relevant ministries in implementing GHS and HIV strategies at national and sub-national levels. Support the effective delivery of services including: o Community-based active surveillance. o Integrated disease detection and data systems. o Infection prevention and control (IPC), including WASH in healthcare settings. o HIV service delivery including prevention, detection, and response to the HIV epidemic in Tajikistan. o HIV-related service delivery for at risk populations. o Emergency response coordination, including Emergency Operations Centers (EOC), and HIV outbreak response. o Risk communication and community engagement (RCCE). Facilitate the implementation of the National Action Plan for Health Security (NAPHS) and HIV strategic plans, aligned with cross sectoral and PEPFAR approaches. Provide oversight and technical input to USG-funded GHS and HIV projects, ensuring coordination, performance monitoring, and compliance with USG regulations. Assist ministries in aligning interventions with national priorities, supporting Monitoring, Evaluation, and Reporting: Support ministries in monitoring and reporting against key GHS and HIV indicators, including: o JEE, SPAR, 7-1-7 targets for outbreak response; o UNAIDS Ending the AIDS epidemic by 2030 95-95-95 targets to improve HIV prevention and treatment. Review and analyze data from national systems and USG partners to identify gaps and performance trends. Draft weekly and monthly reports to EpiC and U.S. Department of State, highlighting program progress, successes, and challenges. Initiate, participate in and support stakeholder discussions to address implementation challenges and promote adaptive management. Coordination and Stakeholder Engagement: Promote multisectoral coordination by convening stakeholders from health, agriculture, environment, and civil society. Engage regularly with USG partners (CDC, other as relevant), the Global Fund, the Pandemic Fund, and other donors to ensure technical alignment and avoid duplication of efforts. Represent USG priorities and provide technical input at national coordination platforms related to GHS and HIV prevention Grant and Resource Management: Provide technical input in the development and implementation of grants (e.g., Pandemic Fund, Global Fund HIV grants). Support ministries and stakeholders in proposal development, grant performance monitoring, and resource optimization. Ensure coordination between donor-funded projects and USG initiatives to maximize impact and coverage. Capacity Strengthening and Best Practices: Identify and promote evidence-based practices for both HIV and infectious disease control. Support the development of guidelines, SOPs, and training materials in collaboration with Ministry of Health, National AIDS Center and other relevant National counterparts. Facilitate knowledge sharing and dissemination of success stories and lessons learned from implementation.
