General Procurement Notice for Procurement of Goods, Works and Services for the Submarine Power Cable to Zanzibar Component 1: Reinforcement of power transfer infrastructure capacity to Zanzibar (Unguja and Pemba) and Mafia Island: This component will install transmission infrastructure to increase the power transfer capacity between Tanzania Mainland and the three Islands (Pemba, Unguja and Mafia). It would comprise: a) Sub-component 1.1: Design, manufacture and installation of offshore submarine power cables to Unguja, Pemba and Mafia Islands. This will involve the installation of three (3) offshore transmission infrastructures including the implementation of Work Environmental and Social Management Plan (ESMP): (i) 44 km, 220 kV Submarine Cable from the shores of Dar es Salam to the shores of Unguja Island. (ii) 70 km, 132 kV Submarine Cable from Tanga (Tanzania Mainland) to the shores of Pemba Island; and (iii) 65 km, 33 kV Submarine Cable from Mkuranga (Tanzania Mainland) to the shores of Mafia Island. b) Sub-component 1.2: Onshore construction of transmission lines and substations extension works in Tanzania mainland and on the Unguja, Pemba and Mafia Islands: This will comprise installation of onshore transmission and substation infrastructure including extension works including the implementation of works ESMP at six (6) existing substations, construction of 9.9 km of 220 kV underground cable, 16.8 km of 132 kV underground cable, 10.7 km of 33 kV underground cable and 35 km of 33 kV overhead line. Component 2: Last Mile Connection and Clean Cooking: This component comprises: a) Sub-component 2.1: Supply of Last Mile Grid Connection Materials. This subcomponent supports the supply of last-mile grid connection materials (prepayment meters, service connection materials, transformers, low voltage and medium voltage poles and accessories, and conductors, Installation Equipment, Vehicles, Tools and Instruments) targeting the connection of 100,000 households, small businesses, public and government institutions. b) Sub-component 2.2: Clean Cooking. This sub-component will support adoption of clean cooking technologies by deploying up to 70,000 e-cooking appliances in Tanzanias major urban centers. This would be done through competitively procured private suppliers that would subsidize the retail prices by up to 50%, addressing the high upfront costs and making energy-efficient appliances more accessible to foster reduction in reliance on traditional biomass fuels. Component 3: Project Management, Technical Assistance and Capacity Building: The component comprises: a) Sub-component 3.1: Project Management and Technical Assistance. The subcomponent comprises of consultancy services for: (i) Management and Supervision of Construction of Submarine Cable to Zanzibar (ii) Marine specialist (iii) Feasibility studies on Distribution Network Reinforcement and a Loss reduction strategy for ZECO (iv) Environmental and Social Audits as well as the Resettlement Action Plan (RAP) Audit annually and at Project Completion stage.
